HS2 Phase One environmental statement

This consultation is required by parliamentary rules to allow member of the public and other interested parties to comment on the environmental statement which accompanies the HS2 Phase One hybrid Bill. The environmental statement includes likely significant environmental impacts along the route, and measures to manage and reduce these. Consultation responses will be summarised by an independent assessor appointed by Parliament and used to inform the House of Commons’ debate on the scheme at Second Reading. Comments are requested by 27 February 2014.

The impact of Crossrail on visitor numbers in central London

Arup was commissioned to undertake this study in order to help businesses, local authorities and other organisations revisit and plan for the likely impacts and opportunities that Crossrail may bring to central London. Driven by population and employment growth in London and the South East, the report reveals that Bond Street, Tottenham Court Road and Farringdon stations could serve as many as 250 million visitors into and out of central London by 2026.  This figure represents 65 million more passengers than the 2004 estimates suggested.  On an annual basis, this is equivalent to some 166 million additional passengers than use the three stations today.

The roundtable has been convened to examine the key factors that drive the costs of high-speed rail investment and review the economic benefits delivered by high-speed rail services on the basis of papers that review experience in a range of countries that have developed large high-speed rail networks. Participants with expertise on the economics of smaller scale high-speed rail systems will also be invited to the discussions. The Roundtable will be held in New Delhi in order to contribute to deliberations on the potential for investment in high-speed rail in India. Presentations are available online.

High Speed Rail (London-West Midlands) Bill 2013-14

This Bill, presented to Parliament on 25 November 2013, makes provision for a railway between Euston in London and a junction with the West Coast Main Line at Handsacre in Staffordshire, with a spur from Old Oak Common in the London Borough of Hammersmith and Fulham to a junction with the Channel Tunnel Rail Link at York Way in the London Borough of Islington and a spur from Water Orton in Warwickshire to Curzon Street in Birmingham; and for connected purposes. The Department for Transport has also published several other documents which have interdependencies with the Bill. These are: a command paper setting out outcomes of the Phase One design refinement consultation for 12 design refinements; a command paper on impacts on social rented housing; and  a command paper on properties above tunnels. The strategic case for HS2

The government has published its Strategic case for HS2, presenting a large amount of background research to explain step-by-step why HS2 is the best solution to meet the capacity and connectivity challenges faced by the rail network. Research is being published by DfT alongside the ‘Strategic case’ and includes reports on rail alternatives to HS2, and various reports concerning the department’s guidance on conducting transport appraisals which are also relevant to the assessment of HS2, including on issues such as values of travel time savings, demand forecasting and sub-national impacts.

Progress in delivering the Thameslink programme

A report from the House of Commons Public Accounts Select Committee argues that while the Department for Transport has done well so far to deliver the first phase of the Thameslink infrastructure project to time and under budget, progress in securing new trains and letting a new franchise to run the route has been much less encouraging. The Committee also expresses concerns about the Department’s skills and capacity to complete Thameslink by 2018, alongside its ambitious wider portfolio of programmes and projects.
