The Urban Uncertainty workshop series is an integral part of LSE Cities’ collaborative investigation into emerging ways of envisioning and governing the future of cities. Each session focuses on a different dimension of urban uncertainty. This session aimed to investigate how uncertainty mediates unfolding urbanisation across and beyond oil regions, the politics of these material transformations and the ways that imaginaries, responses and contestations of the urban future can be understood as deeply entwined with global infrastructures of oil. A summary of the event is available online.

The Centre for Cities think tank has launched its 2015 General Election ‘Urban Nation’ Manifesto, aimed at providing a practical vision for building a stronger UK national economy based on more powerful, better-resourced cities. At its heart, the Manifesto calls for the establishment of a Cities and Prosperity Act in the first year of the new Parliament, if not before, which will seek to overcome the barriers currently holding back UK cities from realising their potential. The Act would introduce a presumption in favour of devolution, and legislate to enable governance, finance, skills, housing and transport reforms, as the five most critical levers to drive growth and renewal in UK cities.

In this lecture, Edgar Pieterse from the University of Cape Town argues that data about economic incorporation into the labour market and living conditions demonstrate that the majority of African urban dwellers live in conditions of vulnerability, and that economic insecurity reinforces slum living and makes it difficult for states to access sufficient tax revenues to address a variety of urban pressures. Pieterse poses the question: “if we acknowledge this tough reality, how can we formulate policy agendas that can break this cycle of exclusion and injustice?” The lecture provides a macro framework to develop alternative modalities of urban management and governance rooted in ethical values and practical experiences.

This report is based on evidence received and research undertaken by the City Growth Commission. It offers a bold alternative solution to the current inefficient centralised model. It does not presuppose that city-level investment and decision making is always best, but instead aims to demonstrate the benefits that can exist in a metro-driven, systems-based approach to infrastructure and connectivity.
