The All Party Urban Development Group (APUDG) has published a report which argues that the next government should further extend devolutionary powers to the UK’s cities and regions to promote growth and close the UK’s north-south divide. Consideration should be given to simplifying the planning process within enterprise zones through the introduction of measures similar to Simplified Planning Zones.

Sizewell C new nuclear power station evidence plan

The new Sizewell C evidence plan shows how future large-scale developments can put environmental protection at the heart of their plans. The first terrestrial evidence plan, drawn up by EDF Energy in consultation with relevant bodies and approved by Natural England, sets out the information that the company will gather to inform a Habitat Regulations Assessment of its proposed new nuclear power station in Suffolk. Unveiled by the Department for Environment, Food and Rural Affairs in 2012, evidence plans are available for use by applicants of nationally significant infrastructure projects in England, in agreement with the relevant statutory nature conservation bodies. Although evidence plans have been employed for a number of off-shore developments, Sizewell C is the first land-based plan to have been prepared.

Pink planning

The Centre for Policy Studies, a free market think-tank, has published a report which describes the UK’s planning system as “unwieldy” and “not fit for purpose”, stifling economic growth and limiting housing supply. The report calls for the setting up of “pink zones”, so-called because they would provide a diluted regulatory regime compared with the red tape that characterises the current paralysed planning system.

The Planning Act 2008 (the PA 2008), and related secondary legislation, sets out the regime in relation to applications and proposed applications for orders granting development consent for Nationally Significant Infrastructure Projects. Experience to date has shown that applicants and others welcome detailed advice on a number of aspects of the PA 2008 regime. This advice note forms part of a suite of such advice provided by the Planning Inspectorate. It has no statutory status.

Cities Unlocked

Cities Unlocked has conducted research into the challenges faced by people with sight loss as they navigate through cities. It has developed and tested a new demonstrator technology and identified opportunities to make cities work better for everyone. This is a unique collaboration of the UK charity Guide Dogs; the global urban innovation centre, Future Cities Catapult, and the multinational technology company Microsoft. Cities Unlocked is also working with partners from across business and academia.
