Low and zero carbon homes: understanding the performance challenge

There appears to be a growing body of research evidence that new housing is failing to deliver the anticipated levels of CO2 emissions. But there is relatively little understanding within the wider industry of what might be causing this. It seems that somewhere between a home’s design and its occupation, a gap can develop between the expected and the actual energy consumption. With interest in the performance gap  growing within both industry and government, this report considers the evidence for the gap, what factors might be contributing to it and how their effect could be mitigated.
