The London Borough of Redbridge developed a manual which sets out all the main elements of introducing and implementing a Community Infrastructure Levy (CIL). Redbridge was one of the first in the country to adopt and introduce their charging schedule. As a London borough they will also have to implement the Mayoral CIL on the 1st April 2012. They have offered their handbook to the Planning Advisory Service which aims to update it with tools and further case studies from other charging authorities as experience of CIL spreads.
