International Energy Agency (IEA) has launched the Building Energy Efficiency Policies (BEEP) database, which will act as a global one-stop shop for buildings energy efficiency policies.  Policy makers, industry and researchers worldwide will be able to access this database and look at effective policies which are being implemented. These policies include: Buildings Energy Codes, including minimum energy performance requirements that focus on achieving Zero Energy Buildings; Buildings Energy Labels which increase awareness about energy consumption in the buildings sector; and Incentives schemes for capacity building, technical assistance and raising awareness.

Getting the measure of fuel poverty: Final Report of the Fuel Poverty Review

This independent report, published by Professor John Hills of the London School of Economics, proposes a new definition for fuel poverty, excluding wealthy households with relatively high bills and low-income households that have comparatively low bills. The author warns that current measures designed to support people on low-income with high energy bills would have mixed results. The Energy Company Obligation, part of the Green Deal, will allow firms to levy a flat charge on bills to subsidise insulation. However, the deal will not be available for social landlords.

The National Tenant Organisations has launched government-backed guidance for tenants who wish to set up groups to represent other residents. The guide includes: information for tenants and landlords on Tenant Panel options; real examples of existing and new Tenant Panels; common principles behind Tenant Panels; resources on how to set Tenant Panels up and run them successfully; some ideas on how to tackle common problems that face Tenant Panels; and a message of support from the Minister for Housing & Local Government.

Get Britain Building

A £420m fund to Get Britain Building was announced on 21 November 2011 by the Prime Minister and Deputy Prime Minister as part of the Government’s Housing Strategy for England. The programme aims to unlock stalled sites with planning permission to support construction activity and restart work on sites delivering more than 15,000 new homes.  It is intended to address difficulties in accessing development finance faced by some housebuilders and to help bring forward marginal sites by sharing risk. The fund was increased by a further £150m to £570m on 19 March 2012. With the additional investment, the Homes and Communities Agency has now shortlisted 224 schemes that will be invited to take part in a thorough due diligence process. These schemes underwent an initial assessment by the HCA, looking at value for money, deliverability and fit with local priorities. The Royal Borough of Kensington and Chelsea (RBKC) and the London Borough of Hammersmith and Fulham (LBHF), in partnership with the Mayor of London (GLA) are currently finalising a planning framework to guide future development in the Earl’s Court and West Kensington Opportunity Area. This framework will supplement planning policies in the two boroughs’ Development Plans and in the London Plan and will be taken into account in deciding planning applications within the Opportunity Area.

Supply, demand and the value of green buildings

This paper investigates the dynamics behind the financial performance of London’s environmentally certified commercial building stock within the context of a changing supply and demand framework, measured by realised sales transactions and achieved rents over the 2000 to 2009 period. Addressing the economic fundamentals driving the value of “green” (i.e. supply and demand), this paper makes two contributions to the nascent literature on commercial building energy efficiency. Mainly, the authors investigate the role of the green building supply on market dynamics by assessing the impact of growing competition of environmentally certified real estate on “certified” and “non-certified” real estate prices.
