Regional Growth Fund

The House of Commons Public Accounts Committee has published a report on its inquiry into the Regional Growth Fund. The Government established the Regional Growth Fund in June 2010 to support projects with the potential to deliver economic growth and additional, sustainable private-sector jobs, particularly in areas that rely more on the public sector for employment. £1.4 billion was allocated for competing projects and programmes in two bidding rounds during 2011.

While it praises the many legacy achievements so far, a report from the regeneration think tank, Centre for Cities, urges the London Legacy Development Corporation, which is leading the post-games regeneration of the Olympic Park, the five host London boroughs, the Mayor of London and the government to learn from the successes and failures of previous host cities. The Centre proposes a five-point plan.

Figures released in the House Builders Federation’s latest Housing Pipeline report reveal that approvals for just 24,872 homes across England were granted in Q2 of 2012, a significant fall on the previous quarter (36,761) and on the same period last year (25,171). The number of permissions granted in Q2 of 2012, the first quarter since the National Planning Policy Framework came into force in March, was the lowest number of housing permission granted in England since 2009, and well under half the level (55,466) granted in the same quarter in 2007.

With the need for retail space declining, the report looks at how retailers can optimise their store portfolio by identifying what the right size and shape of their store portfolio should be to support their future operating model. Construction4Growth is an industry campaign calling on Government to invest in construction as the best route out of recession and back to growth. The construction coalition includes industry leaders from federations, trade associations and employers. The Joint Contracts Tribunal has published the 2012 edition of the Tendering Practice Note 2012, a guidance document covering the selective tendering process, including single-stage, two-stage and competitive dialogue procedures, as well as the process of pre-qualification. The note is intended to reflect current best practice, and provide general guidance about developments in the use of quality criteria in the tender assessment, increased use of e-tendering and areas of impact of EU public procurement rules. Model forms covering the pre-selection and tender stages are included in the note. Price £12

The Order that will make the London Legacy Development Corporation (LLDC) the local planning authority for an area in East London including the Olympic Park has been laid before Parliament. The Order will allow the LLDC to take charge of the regeneration legacy of the Olympic Games. Under the Order, the LLDC will assume planning powers for a designated area, which includes parts of the London Boroughs of Hackney, Newham, Tower Hamlets and Waltham Forest. The new arrangements are due to come into force on 1 October 2012. The LLDC is the first new Mayoral Development Corporation (MDC) body.
