A UN Report released at the opening of the Fifth Asian Ministerial Conference on Disaster Risk Reduction on 22 October 2012 shows that Asia and the Pacific is paying a huge price for extreme weather events which are now impacting negatively on the continent’s economic development. Increasing disaster risks in Asia-Pacific are driven by the twin challenge of increasing exposure of its people and economic assets, and the inability of the most vulnerable groups to cope with disasters, according to the latest assessment of disasters in the region published by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the United Nations Office for Disaster Risk Reduction (UNISDR).

According to a report from the Energy Sector Management Assistance Program (ESMAP) of the World Bank, countries seeking to balance economic growth with carbon reduction can achieve both. The report details case studies on low-carbon development in Brazil, China, India, Indonesia, Mexico, Poland and South Africa. The report proposes frameworks for greenhouse gas (GHG) emissions reduction, highlighting approaches to low-carbon development that balance challenges like poverty, climate change and energy use. Globally, the report’s findings focus on development of green technologies, engaging mainstream leadership across sectors, and meeting potential increased demand for technical assistance. It suggests that larger countries with rapidly-developing economies, such as Brazil, China, and India, have the most at stake in cost-effective low-carbon development, and notes that these three countries were responsible for over 40 percent of global renewable energy investment in 2010.

The Construction Sector Transparency Initiative (CoST seeks to help participating countries improve the value for money spent on the construction of public infrastructure. This goal is to achieve the delivery of good quality infrastructure projects at lower cost, with increased predictability of outcomes. The Construction Sector Transparency Initiative (CoST) has been introduced following a three-year pilot project. The UK was one of the pilot countries, where projects reviewed by CoST have been set out as examples of best practice, and give a strong basis for projections on potential savings. The UK Government has also committed to implementing CoST as part of its programme to reduce infrastructure costs by £2.5bn per annum. The organisations behind the initiative include the World Bank; the International Federation of Consulting Engineers (FIDIC); the ONE Campaign and the Institution of Civil Engineers. They calling on international governments, as well as the global construction industry, to commit to incorporating CoST into all public construction projects to create a more transparent and accountable sector, leading to better infrastructure. The initiative has been adopted by eight participating countries around the world, including Ethiopia, Malawi, Philippines, Tanzania, Vietnam, Zambia, as well as the UK.
