Provisions included in this Bill relate to the provision or use of infrastructure, the carrying-out of development, and the compulsory acquisition of land. Proposed provisions include speeding up the planning system for large-scale business and commercial projects, introducing the recommendations of the Penfold Review, removing ‘overlapping development consent regimes’, and reducing the number of Government agencies required to ‘sign off’ planning permissions.

English Heritage commissioned a research report 2011 to review the issues facing local authorities as they manage their heritage assets at a time of acute financial stress. It identifies recent patterns of closure, disposal and demolition of heritage assets and local authorities’ plans for the next five years. The research also evaluates the capacity of the third sector to acquire heritage property from local government and how this capacity could be increased. The report is illustrated with examples of good practice in relation to the management, disposal and transfer of heritage assets, as well as some cautionary tales.

The University of East Anglia’s Adapt Low Carbon Group has published a report which claims that today’s quality standards for construction could leave the country unable to meet climate change targets, and makes recommendations for radical changes in construction practice. The report reveals that energy bills for new homes are likely to be higher than anticipated and that occupant health may suffer from poor indoor air quality. The report is the result of a four-year study of building performance in Sweden, Germany, the UK, and elsewhere in Europe as part of Build with CaRe – a European programme promoting energy-efficient buildings.

The Town & Country Planning Association has published an interim statement as the basis for a more detailed examination of the pressures (environmental, economic and social) facing England. It argues that England’s development model needs to be fundamentally reconsidered if we are to deliver greater economic ‘balance’ and social equity. The report by the High-Level Panel on Global Assessment of Resources for implementing the Strategic Plan for Biodiversity 2011-2020 provides a first assessment of the costs of meeting the Aichi Biodiversity Targets by 2020, drawn from underpinning research conducted by experts working on specific Targets or thematic ‘cluster’ groups of Targets. The assessment is a presentation of the range of actions and activities that would make a significant difference in the delivery of the Aichi Biodiversity Targets, and the range of estimates for their associated resource needs.
