Planning Policy Statement 16: Tourism

A new tourism planning policy document has been published by Northern Ireland’s environment minister. The Department has published the final version of Planning Policy Statement (PPS) 16 ‘Tourism’, which includes an ‘exceptional circumstances policy’ intended to permit unique tourist attractions in the countryside. PPS 16 sets out the Department’s planning policies for tourism development and also for the safeguarding of tourism assets. It seeks to manage the provision of sustainable and high quality tourism developments in appropriate locations within the built and natural environment. It embodies the Government’s commitment to sustainable development and to the conservation of biodiversity.
State aid to airports and airlines

The European Commission has launched a consultation process to invite Member States, other institutions and stakeholders to provide feedback on the revised draft guidelines on State aid to airports and airlines. These revised draft guidelines take stock of the new legal and economic situation concerning the public financing of airports and airlines and specify under which conditions such public financing constitute or not State aid under the meaning of Article 107 (1) of the Treaty, and when it constitutes State aid, under which conditions it can be declared compatible with the internal market. The Commission’s assessment is based on its experience and decision practice, as well as on its analysis of current market conditions in the airport and aviation sectors. Comments are requested by 25 September 2013.

The Committee argues that Government actions on flooding to spur economic growth are welcome but funding increases announced in this month’s Spending Round do not meet rising flood risk.

The Survey, produced by the UN Department of Economic and Social Affairs (DESA), examines three key challenges to sustainable development, namely, sustainable cities, food and nutrition security and energy transformation. These were also among the main focuses of the historic UN Conference on Sustainable Development, held in Brazil last year and known as Rio+20. According to the Survey, the vision of promoting economic and social wellbeing while protecting the environment has not been achieved due to rising inequality, gaps and shortfalls in development partnerships, rapid population growth, climate change and environmental degradation. This document contains an extensive bibliography.
