London Legacy Development Corporation: Community Infrastructure Levy

The London Legacy Development Corporation (LLDC) has begun consulting on its preliminary draft charging schedule for its Community Infrastructure Levy (CIL), which also proposes charges of £100 per square metre for hotels, student accommodation, and for “convenience supermarkets”, superstores, and retail warehouses above 280 square metres. A background report, prepared by BNP Paribas, tests the ability of a range of development types throughout the LLDC to yield contributions to infrastructure requirements through the CIL.

Bill Bordass, who in 1984 up William Bordass Associates, which studies the technical and environmental performance of new, existing and historic buildings, presented the Inaugural George Henderson Memorial Lecture at the UCL Energy Institute. He considered why the quest for more sustainable, lower-energy buildings seems to be turning into a complicated, expensive and bureaucratic obstacle race; and what we might do to change this. As one of the UK’s leading buildings performance evaluation experts, he shared his extensive experience to identify what works and what needs attention. Over the past four conferences, Critical Tourism Studies has profiled itself as a network of scholars who share a vision of producing and promoting social change in and through tourism practice, research and education. It has done this so far by seeking to legitimise the critical school of thought in tourism studies and by providing an inclusive environment for new and alternative voices in the academy. The fifth conference in the series focuses on whether and how the ‘production and promotion of social change’ can be facilitated and achieved. In this context scholars from tourism studies and the wider social sciences were invited to explore the potential of critical practice and activism in academia, and the role of the academic community in achieving social change. The Conference is organised within the framework of the global  ICPD beyond 2014 review  on implementation of the Programme of Action agreed upon at the International Conference on Population and Development in Cairo in 1994 (ICPD PoA). The Conference brought together 200-250 representatives of governmental authorities, including high-level officials, academia and civil society organizations, as well as members of national parliaments and other national and international stakeholders to review the progress that has been made towards achieving the goals and objectives of the ICPD PoA in the UNECE region, identify neglected areas, and pinpoint what needs to be done to accelerate the implementation of the PoA and address the emerging issues. The Conference was expected to make recommendations on future policy actions, synergies with the post-2015 UN Development agenda and on how to effectively place the rights, gender equality and empowerment of women, as well as of adolescents and youth, at the core of sustainable development.
