Heritage Regulation under the Enterprise and Regulatory Reform Act 2013

The Enterprise and Regulatory Reform (ERR) Act 2013 has introduced a number of changes to the legal framework protecting heritage in England. These are aimed at making protection more efficient and effective. Measures to come into force from 6 April 2014 include new Listed Building Heritage Partnership Agreements (LBHPAs); the introduction of a system of Local Listed Building Consent Orders (LLBCOs); the introduction of a system of Listed Building Consent Orders (LBCOs); the introduction of Certificates of Lawfulness of Proposed Works (CoLs).

The BIOPICCC Toolkit provides a series of resources to assist local authorities, partner organisations, and neighbourhood and community groups with local level resilience planning. Specifically, the resources are designed to support users to develop plans to make health and social care services for older people (aged 65 years and older) more resilient to the effects of extreme weather.

Effectiveness of EU-supported public urban transport projects”

This report, published by the European Court of Auditors, assessed the implementation and the effectiveness of public urban transport projects co-financed by EU structural funds, and whether they meet user needs and they achieve their objectives in terms of utilisation. It reveals that two thirds of urban transport projects co-financed by EU structural funds are underutilised.  Weaknesses in project design and inadequate mobility policy were two of the main contributory factors identified.

In late 2013, the Energy Efficiency Financial Institutions Group (EEFIG) was jointly convened by the European Commission and the United Nations Environment Programme Finance Initiative to bring together their experience to address the need to increase the scale of energy efficiency investments across the EU. This is the interim report of EEFIG and represents the consolidated consensus and shared views of its expert members. The initiative aims to: engage in an ongoing dialogue with long-term investors and experts; define a common language; improve the understanding of market specificities; ultimately stimulate financing of energy efficiency for buildings.

Landlords are prematurely terminating assured shorthold tenancies at an ‘alarming’ rate and increasing homelessness in London, according to a report released by the London Assembly Housing Committee. The report also claims that the majority of landlords are becoming more reluctant to rent to residents who are entitled to housing benefits.
