On 16 March 2014 China’s State Council released the “National New-type Urbanization Plan,” a long-awaited top-down effort to utilize urbanization as an engine for economic growth in the near future. The plan details an ambitious series of goals the government seeks to accomplish by 2020. This blog argues that speeding up the urbanization process will have far-reaching environmental and social effects for China.

This blog argues that good development provides the basis for climate change adaptation both in the sense of resilient infrastructure (piped water, drains, all-weather roads) and better quality houses. It adds that providing these, also develops the institutional and financial base for climate change adaptation. A link is also provided to the urban chapter in the new Intergovernmental Panel on Climate Change (IPCC) report.

The OECD Metropolitan Governance Survey: A quantitative description of governance structures in large urban agglomerations

Even though metropolitan areas account for half of the population, and an even larger share of economic activity of OECD countries, almost no systematic information on governance structures in these areas exists. This study presents an overview of governance arrangements in OECD metropolitan areas. It shows that organisations dedicated to metropolitan area governance are common, but often have little powers. Nevertheless, the existence of such organisations is related with better performance on a range of important outcome variables, such as public transport systems, environmental issues, and urban sprawl.

Financing sustainable, low carbon transport

The sustainable transport community got a boost on 4-5 May 2014 at the Ascent Meeting in Abu Dhabi, which was an important staging post for the UN Secretary General’s Climate Summit on 23 September 2014 in New York. Secretary General Ban Ki-moon has decided to engage directly on climate change to help ensure that the new climate change agreement that is to be agreed in December 2015 in Paris, will be sufficiently ambitious. Six transport related initiatives were presented in Abu Dhabi divided over 4 impact areas: transportation; cities; energy; and short-lived climate pollutants.  The six initiatives reflect well the growing consensus that effective action on transport needs to combine an expansion of transport infrastructure and services with a reduction of the negative externalities of transport including greenhouse gas emissions.
