West End Commission Final Report

The independent West End Commission was convened by Westminster City Council in summer 2012 to review, explore and set out recommendations for the continued and future success of the West End of London. The Commission has published its final report, which among other things, considers key barriers to future economic, social and environmental wellbeing in the West End and how these can be overcome. The Commission’s terms of reference did not specify a definition of the West End. Based on the evidence received on the administrative, economic, cultural and social complexity of the area the commission took the view that there is no single definitive definition of this unique urban area. Given the area’s complexity and national and international importance, the Commission’s recommendations therefore have implications at a borough level, a central London level, a London-wide level and a national level. Recommendations cover the following issues: leadership and governance; transport; non-transport infrastructure; business; crime, safety, night-time economy and licensing; environment; heritage and culture; marketing and promotion; housing; employment and skills.
