The ECO: an evaluation of year 1

The Centre for Sustainable Energy has completed an independent evaluation of the first year of the Energy Company Obligation, including its interactions with the Green Deal. The evaluation shows the ECO as a new scheme beginning to pick up speed after a slow start. After one year it was being delivered within the original estimated costs. But it was not meeting one of its core aims, which was to develop a market for solid wall insulation. This was mainly due to a design flaw in the policy which allowed energy suppliers to prioritise cheaper, easier measures. There was also very little activity in rural areas. The report makes a number of recommendations.

Assessing polycentric urban systems in the OECD: Country, regional and metropolitan

Contemporary urban systems in OECD countries are structured around functional regions, which often overcome established city boundaries. By using a harmonised definition of functional urban areas in OECD countries, this paper first provides a sound definition of polycentricity at each spatial scale, highlighting for each of them the different links with policy. Second, it provides measures of polycentricity and explores the economic implications of different spatial structures. Results show that relatively more monocentric regions have higher GDP per capita than their more polycentric counterparts. At country level, on the other hand, polycentricity is associated with higher GDP per capita.

Retrofit for the future: Reducing energy use in existing homes

This report shares the lessons from a research project that set the target of cutting CO2 emissions from existing homes by up to 80%. The Technology Strategy Board’s Retrofit for the Future programme explored retrofit innovation through 86 home upgrading projects. The research programme was supported by government and delivered with the support of industry partners including the Energy Saving Trust. The looks in detail at the lessons from 40 of the projects. It identifies six priority areas that provide a framework for successful retrofit: retrofit planning; building fabric; indoor air quality; services; working on site; and engaging residents.

100 Resilient Cities Centennial Challenge

The Rockefeller Foundation launched the 100 Resilient Cities Centennial Challenge in 2013 to enable 100 cities to better address the increasing shocks and stresses of the 21st century. Nearly 400 cities across six continents applied to be among the 100 cities selected to receive technical support and resources to improve their urban resilience over three years. This website provides updates on the Challenge and what the Rockefeller Foundation is doing to strengthen urban resilience.

The Planning Advisory Service (PAS) provides plan making support to local planning authorities. This work includes training events, dissemination of best practice and formulation of detailed guidance and checklists to support plan making. PAS also works directly with LPAs to provide bespoke plan making support. This report presents the results of an independent assessment of the impact of PAS direct plan making support to individual and groups of local planning authorities in England.
