This report presents a global vision of travel facilitation in the world, complemented with a specific analysis of this important issue along the Silk Road. Considering the size and complexity of this thematic route, comprising a wide diversity of partners in different continents, travel facilitation along the Silk Road through improved visa measures represents a significant challenge, yet also an immense opportunity to promote tourism development. It is hoped that the report will be an important step towards building a collaborative approach to travel facilitation along the Silk Road, contributing to the work initiated twenty year ago, when in 1994, 19 countries adopted the Samarkand Declaration on Silk Road Tourism, calling for ‘the adoption of facilitation measures that would reduce travel barriers and stimulate tourist flows along the Silk Road.

For over 50 years the OECD has given independent advice to governments on over-arching economic issues including macroeconomic, structural and institutional policies. OECD Multi-Dimensional Country Reviews are a new tool adapted to the realities of developing economies. It will look at how a country is performing with regards to meeting the multiple objectives of growth, sustainability and equity, looking not just at the absolute levels which a country has achieved but also at how the underlying dynamics of a country’s development process affects these objectives. The primary goal of a Review is to identify the binding constraints to development in a country and suggest a strategy with specific policy recommendations and reform sequencing. This development strategy will be designed to support the multiple objectives of economic and social development and the well-being of citizens. The Reviews provide recommendations for public policy action by a country’s national authorities, although the findings will also be useful to international donors to inform their development co-operation with the country. The first in the series looks at Myanmar.

One produces more evidence about the overall economic benefits from timely investment in defences against flooding, and the other highlights the advantages of moving the tax burden away from labour and towards resource use and pollution.

This discussion paper attempts to frame a definition of a ‘sustainable land use’ in a pragmatic way, contributing to the concept of sustainable land use governance currently developed in the GLOBALANDS project. The paper starts with a short overview on prevalent sustainability theories, outlining the conflict between a strong and a weak concept of sustainability and explaining the role of “natural capital” and “reproduction” in the context of land use. Concepts on sustainable land use are then presented and discussed in the context of their applicability for the purpose of a wider governance framework on sustainable land use. The paper attempts to reveal whether these concepts could be subordinated either under the strong or weak sustainability concept. The paper concludes with a discussion around the key components of sustainable land use at a global scale and offers a brief definition for further discussion.
