London Office Crane Survey: Winter 2014

The total volume of London office space under construction has fallen to a three-year low as completions reach a ten-year high, according to the latest Crane Survey from Deloitte Real Estate. The volume of new space started has almost doubled since the last survey, driven by a number of significant new schemes in the City.

Immigration checks on new lettings are required by the Immigration Act 2014, initially in parts of the West Midlands from 1st December 2014 but later to be rolled out nationally. Most local authority and many housing association lettings will be exempt, but lodgers are covered by the scheme regardless of tenure. Social landlords need to be aware of the requirements both where it applies to their own lettings and to any lodgers which their tenants may have, and because of the expected impact on the private rented sector and on migrant communities. This ‘Practical Implications’ briefing explains how the checks are intended to operate, answers questions which social landlords may have and suggests how you can meet the new requirements and respond to their effects.

A revised planning application for the mixed-use redevelopment of the 23-hectare New Covent Garden Market site in south west London has been approved which would see around 500 additional homes on top of a previous planning approval for the scheme.

The World Conference on Education for Sustainable Development (ESD) held in Aichi-Nagoya, Japan, closed on 12 November 2014 with a declaration urging action to mainstream education in the United Nations post-2015 development agenda. The Aichi-Nagoya Declaration calls on all nations to implement the Global Action Programme on ESD to move the relevant agenda forward.

The availability and timeliness of data at the urban level, particularly for informal settlements, is limited. In addition, current indicators can underestimate the extent of urban poverty. Poverty lines based on the cost of basic needs, often a combination of food and non-food essentials, tend to underestimate the higher costs of housing, transport and other services in urban areas. Other multi-dimensional indicators that go beyond income to reflect wider aspects of well-being have also been criticised for failing to capture key aspects of urban poverty, such as the quality of public service provision, and access to adequate housing.
