This paper considers the remit of the Davies Commission, set up to identify and recommend to government options for maintaining the UK’s status as a global aviation hub, and the work programme for the Mayor’s new aviation policy unit.  Given that the Mayor of London has a very strong stance on aviation policy, this report also invites Leaders to agree that London Councils should develop a set of principles on aviation policy which could be used to inform London Councils’ interactions with the Mayor of London and the Davies Commission. Road freight accounts for around 7% of the UK’s total CO2 emissions, with long haul and regional deliveries responsible for 70% of this figure. The Task Force on Fuel Efficient, Low Emission HGV (heavy goods vehicle) Technologies is a joint industry/Government initiative aimed at promoting the use of fuel efficient, low emission road freight technologies. The Task Force’s objectives include identifying measures for reducing greenhouse gas emissions without detriment to air quality, and making suggestions on how to implement these measures in a way that would minimise burdens to industry. This report identifies typical HGV duty cycles, their share of CO2 emissions and which technologies and alternative fuels (excluding liquid biofuel) could best reduce these emissions. It then examines the opportunities to overcome the barriers to uptake of these low emission technologies and fuels that offer the greatest potential greenhouse gas savings for different duty cycles.

Up to 54,000 new homes in the capital could begin construction almost immediately if the government lifts an artificial cap on local housing authority borrowing, according to a new report by London Councils, the organisation which represents the capital’s 33 local authorities. It calls on the government to support an amendment (New Clause 10) to the Growth and Infrastructure Bill, which is currently making its way through parliament. At present, an artificial cap on borrowing mean that local authorities are not able to borrow against the full value of their housing assets to finance new homes.
