A tale of two eco-cities: Experimentation under hierarchy in Shanghai and Tianjin

Two ambitious ‘new city’ projects were launched in China during the past 15 years: the ‘Dongtan eco-city’ project in Shanghai and the Sino-Singapore Tianjin Eco-City project in Tianjin. Both have received much international publicity and attention. However, the Dongtan project has stalled, and will evidently not be revived, while the Tianjin project continues, albeit with more moderate goals. In this article from the journal Urban Policy and Research, the authors analyse the two cases, using the concept of ‘experimentation under hierarchy’ to show why one project is proceeding, while the other has failed. The key factors were strong international inputs of expertise and funds in the Tianjin project, along with crucial support from the central government, both of which were lacking in the Dongtan project.

This research seeks to quantify the macro-economic costs and benefits of investing in energy efficiency in UK building stock, and to analyse the impact of making energy efficiency an infrastructure priority. The analysis is carried out based on a programme to upgrade all of UK’s housing stock to an EPC C standard20 by 2035, through a combination of grants and low interest loans, with all low income homes treated by 2025.

100 Resilient Cities project reveals 35 new urban strongholds

After assessing entries from 94 countries, the Rockefeller Foundation-funded programme will confirm its second batch of 35 resilient cities on 3 December 2014. Selected from applicants spanning 94 countries, the chosen 35 cities will be those that have, in line with the ambitions of this Rockefeller Foundation-funded initiative, “demonstrated a dedicated commitment to building their own capacities to prepare for, withstand and bounce back rapidly from shocks and stresses”. These “shocks and stresses” may vary widely between the chosen cities, ranging from natural disasters such as earthquakes and floods to long-term challenges such as social cohesion, access to healthcare, levels of violence and the free movement of people and goods for economic prosperity.
