The Campaign to Protect Rural England has launched a campaign in order to find suitable brownfield sites for housing in towns and cities. Anyone can nominate brownfield sites in their area that could be suitable for housing development in the future. All that is required is an image of the site (as simple as a quick snap on your smartphone) and an address of the site including the postcode and street address.

Ghost cities in China on the rebound?

In August 2013, 60 Minutes ran a story on the Chinese housing bubble focusing on the existence of “ghost cities” across the country.  Forensic Asia, a financial analysis group based out of Hong Kong, believes these large vacant urban areas are evidence of a coming market crisis.  If realized, the scale of the situation could eclipse the Great Recession of 2008 resulting from the mass mortgage defaulting that occurred in the US.  Stephen Roach (Yale Global Affairs) disagrees with this view highlighting that China has been rapidly transitioning from a rural to urbanized country unlike the US in 2008 which had a substantial proportion of their population in cities already.  The question remains – will people actually flock to these modern ghost towns?

Similarly, businesses are reliant on public infrastructure and environmental policies to support and guide their operations. This report shows how cooperation between cities and businesses leads to better resilience city-wide. Both sectors can benefit from a greater understanding of each other’s climate change risks, and companies can help reduce city-wide risks by embedding local adaptation needs within their business operations.

After two years of piloting, industry consultation and development, the draft 2014 version of the BREEAM UK Refurbishment and Fit-out scheme has now been published. The following documents are available via the Resources section of the BREEAM website (you will need to register with the website to access these documents): Draft BREEAM UK Refurbishment and Fit-Out (RFO) 2014 technical manual; Consultation document introducing  the scheme, how it has been developed, the launch programme and details about which aspects are being consulting on; a scoping tool to allow assessors to identify the assessment criteria that would apply to different refurbishment or fit-out project types; and a summary of differences compared to the BREEAM New Construction 2014 scheme and the BREEAM 2008 version that most refurbishment or fit-out projects currently use.

The European Commission has launched a consultation on the need for an ‘EU urban agenda’ in order to improve ‘slow and piecemeal’ urban policy initiatives at national and European level. A growing number of voices argue that cities need to be adequately involved in the conception and implementation of EU policies, and that EU policies need to be better adapted to the urban realities where they will be implemented. This is expressed by calls for an EU urban agenda coming from a range of stakeholders at the EU, national and local level. The purpose of this consultation is to widen debate to all stakeholders and to reach relevant stakeholders and to gather their ideas and further clarifying the need for an EU urban agenda, what its objectives should be and how it could function. Comments are requested by 26 September 2014.

This European Sustainable Development Network (ESDN) Quarterly Report provides an overview of the concept sustainability transitions and transformative environmental and sustainability policies and thus deepens the work that started by preparing the 11th ESND Workshop (Berlin, June 25-26, 2014) on the same topic. In general, sustainability transitions take place in the context of ongoing and very lively debates about future aspects of sustainable development on the international level (e.g. Rio+20 follow-up, post-2015 debate and SDGs) and important developments in Europe and on the national level. For example, EU level policy strategies formulate long-term visions for society and include objective for economic, societal and environmental innovations. In addition, several European countries (e.g. Belgium, Finland, France) work towards societal commitments for sustainable development, transformative issues, and long-term perspectives up to 2050 which signal important new angles for sustainable development.

This guidance sets out how local authorities and tenant groups can apply to transfer local authority housing to a different landlord. As part of this, local authorities and tenant groups can apply for funding towards writing off debt, with up to £100 million available in 2015 to 2016.
