Infrastructure Bill 2014-15

The government has published the Infrastructure Bill which aims to help create stable long term funding for work on the country’s major road network ensuring smoother, quicker and quieter journeys and make it easier to sell surplus and redundant public sector land and property to help build more homes on brownfield land. The legislation will also give local people the right to buy a stake in renewable energy projects, while cutting red tape for nationally significant infrastructure projects to boost investment.
National Heritage Protection Plan Review of Progress and Impact 2011-2015: Final Report

This report sets out the findings of a programme of consultation to inform the on-going review of the National Heritage Protection Plan (NHPP). A supplementary report which presents an analysis of Section 10 of the online survey which captured respondents’ views on the current plan’s activities and supporting actions, has also been made available on the English Heritage website.

Funding housing and local growth: how a British investment bank can help

The Smith Institute has published a report calling for a bank jointly owned by central and local government to support urban extensions. The think tank researched state investment in banks across western Europe, and concluded that a similar system could help combat the shortage of housing in the UK.

Natural England and the RSPB, in partnership with the Environment Agency’s Climate Ready Support Service and the Forestry Commission have published a new resource for conservation practitioners. The manual is a hands-on document giving up-to-date, detailed, habitat-specific information for conservation managers to use, to prepare and respond to a changing climate. It is divided into three sections, focusing on: the key concepts for making decisions about adaptation and the impact of climate change on the natural environment; climate change impacts and potential adaptation responses for 27 of England’s most important habitats; and the relationship between climate change and the delivery of ecosystem services.

This document, published by the Royal Town Planning Institute, seeks to address the global challenges we face: rapid population and urbanization, stretching our capacity to provide adequate housing, energy, water; climate change; the unbalanced nature of economic growth; sprawl; and political unrest. Research and practice has established that issues are inter-related and that our responses to them need to be related. Crucially the RTPI holds that by thinking spatially the connections and the solutions to the challenges become more apparent. The paper contains one central message, as our call to action for everyone involved in public policy: policy needs to be more integrated and strategic through a better understanding of the differences between places.
Sustainable Urban Mobility Plans

The need for more sustainable and integrative planning processes, particularly also in sectors related to urban mobility, has been widely recognised. At European level, Sustainable Urban Mobility Plans have gained increased recognition and importance. The European Commission has initiated this European Sustainable Urban Transport Platform to accelerate the large scale uptake of Sustainable Urban Mobility Plans by competent authorities in Europe.

Safe development of housing on contaminated land

The government has published guidance on the development of housing on land affected by contamination. This guidance has been published to promote the adoption of good practice in the identification, investigation, assessment and remedial treatment of land affected by contamination so that development for housing can be undertaken safely and with confidence that no unacceptable risks remain. It reflects the new regulatory regime for contaminated land set out in Part IIA of the Environmental Protection Act. It is aimed at house builders and developers, planning advisers, designers, financiers, and insurers and planning and regulatory authorities which must consider contamination in the context of their own statutory responsibilities.
