The history of design has traditionally been a story of new ideas, new theories and, above all, new construction. However, today, the developed world is on the cusp of a new era. The financial crisis, the sustainability movement and the conservation agenda are all leading to ever more alterations of existing buildings and ever fewer new build projects. This new condition will have major consequences for all those involved in the design of the built environment both now and in the future. The objective of this conference is to examine the practice of interior design and architectural re-use in the context of this new condition, and look at historical tendencies, current conditions and future possibilities. Retrofitting is considered to be the single biggest challenge facing the social housing sector today. This event aimed to seek answers to the retrofit challenge and discuss viable solutions to the Green Deal. This seminar was aimed at senior decision makers in strategy and planning, finance, business development, asset management, procurement and those with regeneration and sustainability responsibilities in housing organisations. Building on the success of the 2011 event, the 2012 Conference attracted a strong line up of speakers from across the housing sector, energy and finance, with encouraging levels of support from sponsors, exhibitors and delegates. The theme of the 2012 Conference was ‘Progress towards 2016’ and the agenda was structured to shed light not only on the valuable progress that has been made, but also, crucially, what we need to do now to maintain momentum in the remaining years up to 2016. Key sessions of the day included a consideration of higher level policy on zero carbon homes by Stewart Baseley, HBF, and Mark Clare, Barratt Developments. Further sessions covered the link between policy and delivery, consumer focus and practical delivery, each drawing on insights from professionals involved in housing policy and the planning, design and construction of homes. This workshop provided a platform for statisticians and stakeholders to discuss and better understand transport infrastructure investment and maintenance data. The aim was to bring together data providers and users to share their experience with the methodology, interpretation and limitations of transport investment data. The workshop allowed for comparison and discussion of practice and examined the experience with harmonising definitions and methods. In doing so, opportunities for data quality improvement were identified. Presentations are available online, covering the following themes: Measuring infrastructure investment and maintenance; Combining data from public and private entities; Harmonisation of international data collections; Matching needs and identifying gaps.

The European Commission’s recently published proposals for new Regulations in the field of regional policy put a strong emphasis on integrated urban development, with a number of important suggestions to ensure that cities play their full role in driving growth in the EU. A key element in these proposals is the Commission’s intention to seek a direct, long-term, interaction between mayors and Commission officials working on their regions at a European level, with the aim of identifying future urban challenges and how they can be tackled successfully at all levels. The Urban Forum provided an opportunity to discuss the new proposals, with a particular focus on the role of cities in promoting sustainable growth. The Forum was divided into three thematic panels: Europe 2020 and the challenge of coordinating thematic investments in cities and promoting integrated urban development; Innovative actions for sustainable urban development; Integrated Territorial Investment: How may it work for fostering the urban dimension of cohesion policy? The Asian Development Bank (ADB), together with Mekong countries, including Cambodia, China, Lao People’s Democratic Republic, Myanmar, Thailand and Viet Nam, among other regional stakeholders, hosted the Greater Mekong Subregion (GMS) Conference, which addressed several themes relating to economic growth and environmental sustainability. Presentations are available from the following sessions: decade of development, growth and impacts 2001-2010 in the GMS; food security; land, water and climate change; energy; and responses to challenges of the next decade in the GMS.
