Evaluating the impacts of Urban Regeneration Companies in Portugal: The case of Porto

Cities have undergone many changes since the 1950s, not least the expansion of urban areas to the detriment of the historic central areas, some of which have been left to decay. In Portugal the most visible results of this phenomenon are found in the metropolitan areas of Lisbon and Porto. To address this problem, the Portuguese Government conceived the first legal instrument for urban regeneration in 2004 which allows the local administrations to form publicly owned companies, urban regeneration companies (SRUs), to actively endorse urban regeneration in historic city centres. This paper, which appears in the journal Planning Practice & Research (Vol.29 Issue 5, October 2014), discusses the activities of the Porto Vivo SRU, one of these companies created in Porto, in the context of the Portuguese milieu of urban regeneration and evaluates Porto Vivo’s operation.

In a series of studies for the Global Commission on the Economy and Climate, new evidence shows that cities will be central to global economic growth and climate action. Up to 2030, less than 500 cities worldwide are projected to contribute over 60% of global GDP growth. The studies by LSE Cities for the Global Commission include ‘Cities and the New Climate Economy: the Transformative Role of Global Urban Growth’ (NCE Cities Paper 01), ‘Steering Urban Growth: Governance, Policy and Finance’ (NCE Cities Paper 02) and ‘Accessibility in Cities: Transport and Urban Form’ (NCE Cities Paper 03). These studies form the basis of the cities chapter in the New Climate Economy Report ‘Better Growth, Better Climate’.

Discussion centred on new planning approaches like sustainable cities, smart cities, transit oriented development, and governance of livable cities. Experts invited from all over the world shared experiences on bikeability as a transportation mode and walkability while considering the roles of transit oriented development, human oriented transport, accessibility, public space use, innovative solutions, economic and sustainable approaches in sustainable transport, policies encouraging sustainable transport and participation. On 30 April 2014, EU Regulation 421/2014 came into force across the 28 Member States. The EU Regulation temporarily reduces Aviation EU ETS to an intra-European Economic Area scope from 2013 until 2016. The Government has carried out a consultation for the UK Regulations that will implement the EU Regulation, and this publication analyses responses.
