Public financial institutions and the low-carbon transition: Five case studies on low-carbon infrastructure and project investment

Public financial institutions (PFIs) are well-positioned to act as a key leverage point for governments’ efforts to mobilise private investment in low-carbon projects and infrastructure. This study, published by the OECD, identifies the tools, instruments and approaches used by five PFIs to directly support and scale-up domestic private sector investment in sustainable transport, energy-efficiency and renewable energy in OECD countries. Between 2010-2012, these five institutions, Group Caisse des Dépôts in France, KfW Bankengruppe in Germany, the UK Green Investment Bank, the European Investment Bank, and the European Bank for Reconstruction and Development, have provided over 100 billion euros of equity investment and financing for energy efficiency, renewable energy and sustainable transport projects. They use both traditional and innovative approaches to link low-carbon projects with finance through enhancing access to capital; facilitating risk reduction and sharing; improving the capacity of market actors; and shaping broader market practices and conditions.

The aim of the article, published in the journal Progress in Planning (Vol.94, November 2014), is to critically examine understandings of informal settlements and to examine how these relate to spatial and social marginalisation at city level. This is undertaken through an exploration of the spatial, social and cultural construction of two colonias populares, low-income, self-built neighbourhoods with informal origins, in a medium-sized city in Mexico, based on the lived experiences of their residents, and other sources such as policy documents, public opinion and media reports, gathered using qualitative methods.

This guide is organised into a set of modules, each representing important aspects of the successor to the existing Hyogo Framework for Action. By presenting evidence in the form of data, facts and summary messages, the modules highlight what should be covered by a new agreement. This document is the second draft prepared by ODI and the Climate & Development Knowledge Network. It includes seven original modules, three of which have been extended. To this new modules covering ‘monitoring and ‘accountability’, ‘environment and ecosystems’, ‘science and technology’ and ‘interfaces with the post-2015 framework for sustainable development’ have been added.
