Stansted Market Power Assessment: consultation on relevant market developments

The UK Civil Aviation Authority has launched a consultation on the impact of long-term agreements made by Stansted Airport and its principal customers on the airport’s market power. Under the Civil Aviation Act 2012 a market power test is required as part of the process to decide whether an airport should be regulated in the future and, if so, how. The consultation sets out the CAA’s provisional view that the deals Stansted has agreed with its two principal customers change the assessment of the airport’s market power, and mean that deregulation could be appropriate. However, this provisional view is subject to consultation, and may change depending on stakeholders’ responses.

Building Products staged a Round Table of experts, a multi-disciplinary collaboration between manufacturer, architect, contractor, consultant and client. The meeting saw discussion of the ‘real world’ needs of the industry, and showed that many issues remain to be resolved.

The City of Kigali has unveiled plans to eradicate slums from the city as well as build more affordable houses for low-income earners. According to the city, about 34,000 units will be constructed by different developers over a 10-year period. Lilian Mupende, the city’s director of urban planning and the One-Stop Centre, explains how they will achieve these not-so-easy tasks.

The RIBA Plan of Work Toolbox corresponds directly with the supporting publication, Assembling a Collaborative Project Team. It is a downloaded Spreadsheet, in Microsoft Excel format, containing customisable tables allowing easy creation of the Project Roles Table, Design Responsibility Matrix and Multidisciplinary Schedules of Services. The Toolbox also contains helpful guidance and examples.

The Office of Fair Trading The OFT has launched a consultation on draft guidance which aims to help professionals in the private rented sector, including letting agents and landlords, to comply with the law. The draft guidance sets out the OFT’s views about how the legislation might apply at each step of the lettings process: from when lettings professionals first advertise their services, to the interactions they have with tenants prior to moving into a property, through to when a tenancy agreement comes to an end. Comments are requested by 10 December 2013.
