Based on a literature review, data analysis and a series of interviews and roundtables with businesses and other stakeholders in the North East, this report makes the case that the region can’t afford not to enhance its transport systems and international connectivity. Considering five modes of connectivity, the ‘international gateways’ of air, sea, road, rail and digital, the authors explore the region’s strengths and weaknesses, identify the forces that shape demand and supply, and look at competition and complementarity on a wider scale both within and between the different modes.

Westminster City Council is currently consulting on two draft planning documents on basement development: a draft Policy Booklet and an Interim Guidance Note. A new planning policy on basements is being developed as part of Westminster’s emerging Local Plan, while the guidance note has been produced to provide further advice on how the council currently determines planning applications for basement development and set out relevant adopted policies. This guidance will not introduce new planning policy in relation to basements but will help to ensure adequate detail is presented with planning applications and that all existing restrictions are complied with, until the formal policy set out in the topic paper can be adopted. Comments are requested by 29 November 2013.

Africa’s cities are growing, and changing, rapidly. Without appropriate planning, they will become increasingly chaotic, inefficient and unsustainable. In many countries, planning legislation dates back to the colonial era, and is ill-equipped to deal with contemporary urban problems. A shortage of urban planning and management professionals trained to respond to urban complexity with progressive pro-poor approaches exacerbates urban dysfunction. As planning educators seek to train students for employment within the existing system, the urban and rural planning curricula of many planning schools are as outdated as planning legislation. Some African countries have no planning school. The authors argue that reform and revitalisation of planning education, and legislation, could contribute significantly to sustainable and more equitable urban development in sub-Saharan Africa.
