On 9 May 2013 the government published the proposed changes to the General Permitted Development Order 1995. It will significantly change the rules on change of use including allowing the direct change of use of office buildings B1(a) to residential use C3 without the need for planning permission. Other changes will affect high-street properties, town centre offices and agricultural buildings.

BRE launched its new standard for the overseas market which will be used to assess commercial and residential buildings worldwide. The standard combines two previous international standards BREEAM Europe Commercial and BREEAM International Bespoke and is the first BREEAM scheme for the certification of residential buildings outside the UK.

This report from the London Assembly’s Planning Committee explores the future role of town centres in London and considers and comments on the Mayor’s draft supplementary planning guidance (SPG) on town centres, published in January 2013. It also makes additional recommendations to the Mayor on how he could further support and improve London’s town centres. The report says that town centres must change from being primarily shopping destinations to dynamic and mixed centres for communities offering a range of retail, leisure, public services and housing. A report of evidence received by the Committee is also available.

This report, produced in partnership by the LSE with the City of Stockholm, shows that Stockholm took early action to build a green economy – unlike most cities, environmental policies have been important to Stockholm for over 40 years. At the same time, early infrastructure investment such as building the city’s metro system in the 1950s, and development of district heating following the 1970s oil shocks has helped to build today’s lower carbon economy. Featuring a wealth of new research findings, the report shows how Stockholm benefits from a low-carbon energy system, a relatively compact centre with good public transport and an innovation-led economy for developing smart city solutions and export markets of the future. The report also examines the challenges that Stockholm faces in maintaining its position as a green economy leader internationally.
