Transport for London (TfL) and Network Rail (NR) are seeking the views of people in London and south east England on Crossrail 2. Crossrail 2 would create a new high-frequency, high-capacity rail line running between south west and north east London. Crossrail 2 replaces an earlier scheme known as the Chelsea-Hackney Line. Comments are requested by 2 August 2013.

This is the third in a series of synthesis reports produced by URBAN-NEXUS. These Reports are intended mainly for municipalities, policy-makers and businesses engaged in urban issues. This report that addresses the challenges of growing and shrinking cities, focusing on three dimensions: socio-cultural space, green-blue infrastructure and building mass and physical structure. Drawing on numerous examples from cities all over the world, the report argues that the distribution of land use can be understood as a contest between diverse interests in a context of asymmetrical power relations, and offered a number of recommendations for building better, more liveable cities.

This paper, published by the Heinrich Böll Foundation, explores the causes of the global sustainability crisis from a unique and interesting angle. It argues that the search for a more sustainable development in the ‘developed’ world has, so far, been focusing too much on hardware updates, such as new technologies, economic incentives, policies and regulations. By doing so we have forgotten about the need for “software revisions”, that is cultural transformations affecting our ways of knowing, learning, valuing and acting together. The paper highlights the potential of art in changing current mindsets and fostering a sensibility to Nature-Culture’s dynamic complexity.

Raising the capital: The report of the London Finance Commission

This is the final report of the London Finance Commission. The Commission was established by the Mayor after his election in May 2012 to help improve the tax and public spending arrangements for London in order to promote jobs and growth. The report argues that funding arrangements in London should allow London government to make additional self-determined investments in its own infrastructure both to cater for the growth already forecast for its population and economy, and to promote additional economic growth.

A new report from the UN Environment Programme argues that developing countries with abundant renewable resources are well-positioned to capitalize on the opportunities provided by “green” products to increase their share in international markets for sustainable goods and services. The report analyses six economic sectors – agriculture, fisheries, forests, manufacturing, renewable energy and tourism – where trade opportunities exist, and identifies measures, such as policy reforms and certification, that can help developing countries benefit from these markets. The Adaptation and Resilience to a Changing Climate Coordination Network (ARCC CN)  has published a guide to the collaborative process, based on the experiences of stakeholders and researchers from across the ARCC projects. Effective collaboration between all involved in a research project is essential to maximising the usefulness and value of outputs. This can be difficult to achieve where participants are drawn from different disciplines, cultures, and with a variety of motivations. The main report suggests that a flexible, open working relationship between researchers and stakeholders, established early and sustained throughout the project lifetime, is essential. So too is investing time and energy in understanding the value, expectations and contributions that all parties bring to the project.

The Reference Framework for European Sustainable Cities (RFSC) is an online toolkit designed to help cities promote and enhance their work on integrated sustainable urban development. It is available free of charge to all European local authorities and offers practical support in integrating sustainability principles into local policies and actions. A joint initiative of the Member States, the European Commission and European organizations of local governments, the RFSC gives a common space and language to the community of cities that are interested in learning from each other, while respecting the diversity of local priorities.
