Airport capacity in London

The London Assembly Transport Committee has published the findings of an investigation involving airlines, environmentalists, business leaders and other aviation experts. The report, which feeds into the debate on need for a hub airport, suggests existing airport capacity in London, including at Heathrow and Gatwick airports, could be used more effectively.

The Scottish Government has published third National Planning Framework (NPF3) and draft Scottish Planning Policy (SPP) which are designed to influence development plans across Scotland and guide future planning decisions on a range of sectors including transport, energy and infrastructure. The National Planning Framework (NPF) provides a framework for the spatial development of Scotland. The third NPF (NPF3) will set out the Government’s development priorities over the next 20-30 years. The Main Issues Report sets out the Government’s preferred option as well as reasonable alternatives. The consultation paper seeks the public’s views. The purpose of the SPP is to set out national planning policies which reflect Scottish Ministers’ priorities for the development and use of land. It directly relates to: the preparation of development plans; the design of development, from initial concept through to delivery; and the determination of planning applications and appeals. A Strategic Environmental Assessment Environment Report has also been published covering both documents. Comments are requested by 23 July 2013.

Reforms for a cleaner, healthier environment in China

The Chinese government has set itself renewed environmental targets in the 12th Five Year Plan, and this OECD working paper examines how these and related goals can be achieved in a cost-effective manner. It first provides an overview of environmental trends and challenges, analyses their costs and recent policy responses. Market-based reforms to encourage energy and water conservation as well as how pollution pricing can be used more effectively are then examined. The complementary role of stronger standards and better enforcement are discussed before the paper concludes with a summary of policy recommendations.

Road haulage charges and taxes

This paper updates the database on heavy goods vehicle charges and taxes in Europe, with figures for 2012 on taxes and charges on vehicles, fuel and road use, including relevant information on rebates and exemptions. A short analysis of the level of charges and expected future developments is included. Data are collected for nearly 30 countries. A brief discussion of similar taxes and charges in the United States, Canada and Australia is included as well.

Passivhaus development

A planning application has been lodged for what its designers claim would be one of the largest-scale UK examples yet of a housing development embodying the low-energy Passivhaus housing construction technique. Archihaus has applied to build 150 homes using the Passivhaus approach in the village of Kingstone near Hereford and the Welsh border.

Residents 4 Low Impact Sustainable Homes

The Relish (Residents 4 Low Impact Sustainable Homes) initiative was launched in March 2009 by Worthing Homes, FFT and Rydon. The purpose of this project is to reduce energy use in existing occupied homes through low cost, sensible refurbishments giving maximum return, in terms of energy savings, per pound spent. The ambition is to create a new standard for low carbon retrofitting, similar to the Code for Sustainable Homes, which has brought about major changes in the new build sector since its implementation.

Dementia: Finding housing solutions

It shows for the first time how good adapted housing can play a crucial role in supporting people living with dementia.
