The policy climate

India represented 8% of the increase in global energy-related CO2 emissions between 2000 and 2010 according to a report by US based Climate Policy Initiative (CPI). In contrast, China represented a whopping 68% of the increase in global CO2 emissions. The study claims to have analysed the impact of three decades of implementation of various kinds of policies to curb climate change in India, China, Brazil, the EU, and the US. It says that impact of these policies has accelerated despite an impasse in international climate negotiations.

Hamburg- European Green Capital 2011: Final report

The City of Hamburg has outlined its experience as European Green Capital (EGC) 2011, detailing its efforts to win the prestigious title as well as the huge amount of activities arranged during the year. The Final Report looks at such initiatives as the city’s Environmental tours and the “Train of Ideas” – an actual train housing an exhibition on environmental issues and urban sustainability that toured 17 European cities. The report also delves into the logistical side of the city’s EGC tenure, such as its communication strategy and the campaigns launched by public enterprises, higher education and scientific institutions.

Infrastructure needs assessment of Scotland

In March 2013, RICS held a roundtable comprising a range of Scottish members to establish what Scotland needs to prioritise in order to deliver growth through infrastructure. This aim of this scoping exercise was to provide a detailed analysis of the Scottish Government’s Infrastructure Investment Plan (IIP), and more specifically, which programmes and project contained within the plan were most likely to make the greatest economic impact. The Low Carbon Routemap for the Built Environment

The Green Construction Board has developed the Low Carbon Routemap for the Built Environment to serve as a visual tool enabling stakeholders to understand the policies, actions and key decision points required to achieve the UK Government target of 80% reduction in greenhouse gas emissions in the built environment against 1990 levels by 2050. The Routemap also sets out actions, together with key performance indicators that can be used to deliver and measure progress in meeting the 2050 target. The Routemap covers both infrastructure and buildings sectors, and addresses segments of operational and capital (embodied) carbon emissions.

This new report produced by the Center for International Earth Science Information Network (CIESIN) and Yale University, examines the role of indicators in environmental policy making, and quantifies measurable impacts. Consultation on community infrastructure levy further reforms

This consultation seeks views on further regulatory reforms to the community infrastructure levy. By making these changes the Department for Communities and Local Government expect the levy will operate and roll out more effectively without the need for further major amendments. The consultation covers a range of amendments to the regulations related particularly to rate setting and the operation of the levy in practice. The proposed relief from paying the Community Infrastructure Levy would cover homes built or commissioned by individuals, families or groups of individuals for their own use and that will be owner-occupied. Comments are requested by 28 May 2013.

This report aims to assist in the production of England’s waste prevention programme and also raise greater awareness that it is not solely an issue for the waste management industry.
