Market research among both waste producers (businesses) and waste management companies (WMCs) to track how attitudes towards waste and smarter resource management were impacting at different points across the value chain. It questioned how attitudes to waste are changing in both camps and what the likely implications of this will be, both now and in the future. The resulting White Paper provides a narrative to help influence and steer thinking in this area, particularly for the waste management industry, which appears to be in a transitional phase.

The European Report on Development (ERD) is the main output of the ‘Mobilising European Research for Development Policies’ initiative, supported by the European Commission and seven Member States (Finland, France, Germany, Luxembourg, Spain, Sweden and the United Kingdom). The ERD 2013 was prepared by a consortium of three independent research centres: the European Centre for Development Policy Management (ECDPM ), the German Development Institute (DIE), and the Overseas Development Institute (ODI). There is considerable debate in establishing a post-2015 global framework to succeed the Millennium Development Goals (MDGs) and guide global collective action on development. This report aims to provide an independent contribution to the post-2015 debate by focusing on how best global collective action can support the efforts of developing countries to achieve development.

Market failure, inequality and deprivation are real and must be tackled, and government has a vital role to play in order to maximise the productive potential of our poorest neighbourhoods. But regeneration is not just a matter of reviving housing markets, providing transport infrastructure or devolving financial responsibilities. The starting point should be to understand and engage with the people who are most affected by poverty in the places where they live, working with them to create solutions that work in the context of their lives and strengthening the links and assets that are already important to them. This paper argues that we need to see people as the solution, not as the problem.

It has been over three years since the Marine and Coastal Access Act was passed, with cross-party consensus that Marine Conservation Zones were necessary and widespread public support. Despite this, the designation process has been repeatedly delayed and Marine Conservation Zones have become increasingly controversial. A report from the House of Commons Science and Technology Select Committee argues that the project seems to be in danger of losing sight of its original vision for marine conservation in the UK.  Vol.2 provides additional written evidence to the Committee.

Objectively speaking. 12 months of applying the NPPF to housing targets in Local Plans: A review of examinations

This report presents the results of a study carried out by Nathaniel Lichfield and Partners which reviewed all the Local Plans (outside London) that have been formally submitted or examined since March 2012, recording the outcome of the examination and benchmarking its housing target (both that originally proposed and that found sound, if different). The study concludes that localism is not leading to cuts in housing targets in Local Plans, but this is because the provisions of the National Planning Policy Framework (NPPF) are being applied by Inspectors.

Henrik Valeur, an architect-urbanist in Copenhagen, has written three articles on transport issues in Indian cities. The first looks at health problems caused by motorised transportation in India’s cities; the second reports on a visit to Bangalore to see how researchers at the Indian Institute of Science are integrating bicycle sharing and electric vehicles on campus, a potential prototype for urban transit systems across India’s cities; and a third looks at plans to create a car-free neighbourhood in Chandigarh..
