The Government has published its Heat Strategy and provided an update on the Renewable Heat Incentive (RHI) for homes. The Strategy looks at the potential to cut emissions from heat across the whole UK economy and focuses on key actions to drive the move to low carbon heating alternatives.

Mayors from across the globe met on 14 March 2013 at the United Nations, New York, where the main outcome was their stated determination to make cities free from violence and crime. Result of the dialogue was an outcome statement on actions towards enhancing the role of local authorities on safer cities. The document reaffirms mayors’ determination to make cities and their public spaces free from violence by focusing on the vulnerable and at-risk populations and improving urban planning, management and governance. Department for Work and Pensions: Managing the impact of Housing Benefit reform

The House of Commons Public Accounts Committee has published a report which argues that the Department for Work and Pensions should state in advance what it will do about any increase in homelessness or rent arrears that result from its plans to cut housing benefit. It adds that the department is introducing these significant changes without comprehensive modelling of the likely outcome on individuals or on housing supply and with limited understanding of the costs local authorities will incur.

The Commission for a Sustainable London 2012 closes at the end of March 2013 after seven years work. The Commission’s work is available to all who might want or need to review the sustainability successes and lessons learnt from the London 2012 Games via its website which will continue at its current address www.cslondon.org. This includes reports, recommendations, news, videos, and assurance statements and media releases. The final report, Making a difference, focuses on where the sustainability gains made by London 2012 have influenced more widely across the construction and development industry, the events sector, in ethical procurement and finally, in strategic assurance of sustainability. The Commission’s findings point to two main factors holding back widespread adoption of sustainable practice in the UK: firstly, slowness in government action in embedding sustainability in government procurement; and secondly, the need for more independent oversight to ensure that sustainability targets in all sectors are met. The Commission has recommended the Government revisit advice to embed sustainability into the construction sector, and that major projects open themselves up to independent scrutiny of their sustainability commitments.

Research carried out by Savills on behalf a group representing London’s largest housing association argues that the way the government measures the value of affordable housing in fundamentally flawed. The case for Government investment in affordable housing is based on assumptions about the displacement of market homes. The Department for Communities and Local Government carried out its impact assessment of the current affordable homes programme using the assumption that the additionality of affordable homes is 50%. This says that for every two new affordable homes, there is displacement of one new market home. The report suggests that the government could deliver more by investing in affordable housing.

Honest Buildings Network

The Honest Buildings real estate network, a USA-based online data sharing portal, was officially launched in the UK on 27 February 2013. BRE Global, which has partnered with Honest Buildings to bring greater transparency to UK commercial real estate, will display environmental performance details of thousands of BREEAM certified buildings on the network. Honest Buildings entered the UK market last year and already provides information on 9,500 commercial properties. The site provides details of building information, solution providers and partnering opportunities, as well as a showcase for buildings and projects.
