WWF has launched a new report which shows where Europe needs to be by 2030 in order to reach a fully renewable energy system by 2050. It is comes just as the European Commission is beginning to consider post-2020 climate and energy plans.

This report summarises the emerging conclusions from the initial phase of work to develop a high level national passenger Rolling Stock Strategy. This is the first time since privatisation that the industry has joined together to work towards a comprehensive, market-led, strategy for passenger rolling stock and we welcome the endorsement which Government has given to this approach. The study considers a variety of scenarios for the future size and makeup of the national passenger rolling stock fleet that would be required for the next 30 years, with figures based on demand trends, infrastructure enhancements and further electrification of the network.

The Office for Fair Trading (OFT) has published a report which identifies several consumer protection issues in the lettings market. As part of this report, the OFT analysed nearly 4,000 complaints made by people renting a home as well as those letting out a property. It found that both tenants and landlords were concerned about fees and charges levied by agents, poor service provided and that ‘surprise’ charges were introduced or ‘drip-fed’ once contracts have been signed. The report sets out a number of recommendations for Government, industry, enforcers and others in order to make the market work better for tenants.
Nearer to Zero: Planning for zero carbon homes from 2016

How can planners and the house building industry work more closely together to ensure the carbon emissions from energy use in new housing is nearer to the zero carbon target? The Zero Carbon Hub and the Home Builders Federation are working together on a series of events focusing on this question. Nearer to Zero has been organization a series of conferences to enable delegates to highlight their concerns about the technical and financial challenges of delivering zero carbon housing, the need for more clearly defined standards and more joined- up regulatory regimes and the impacts of planning reform. Presentations from past events are available online, together with details of forthcoming events.

A new settlement for South East Maidstone

Golding Homes has published plans for a new garden suburb on over 350 acres of potential development land to the south east of Maidstone. The proposed development would provide the opportunity to create a new community of up to 5,000 high quality, sustainable homes based on three walkable suburbs, with its own local services and infrastructure. In addition, the site would provide commercial space, retail and other community and leisure facilities, open space and recreational areas.

The World Economic Forum is now in its eighth year of publishing the Global Risks report. The purpose of the current edition is twofold. First, it aims to show how experts from around the world, from different backgrounds, currently perceive the risks that the world is likely to face over the next decade. To capture these opinions, a survey was carried out, interviews were conducted with specialists in different fields, and a series of workshops and conference sessions were held with expert groups to interpret the research findings and to work out the three risk cases developed in the report. Second, with this report the World Economic Forum aims to continue to raise awareness about global risks, to stimulate thinking about how risks can be factored into strategy development, and to challenge global leaders to improve how they approach global risks.
This year’s Special Report examines the increasingly important issue of building national resilience to global risks. It introduces qualitative and quantitative indicators to assess overall national resilience to global risks by looking at five national-level subsystems (economic, environmental, governance, infrastructure and social) through the lens of five components: robustness, redundancy, resourcefulness, response and recovery. The aim is to develop a future diagnostic report to enable decision-makers to track progress in building national resilience and possibly identify where further investments are needed.
Maintaining standards for facilities

Facilities management owes much of its existence to building maintenance management, which continues to form a significant part of the workload of the FM sector. The publication of BS 8210:2012 Guide to facilities maintenance management provides guidance on how to achieve successful maintenance outcomes for a range of facilities. This new standard completely replaces the original 1986 standard on building maintenance management, which has now been withdrawn.
