21st Century High Streets: What next for Britain’s town centres

The latest update of British Retail Consortium’s 21st Century High Streets report has been published. The report is broken down into six key elements identified in the 2009 report as critical to high street success: a unique sense of place; an attractive public realm; planning for success; accessibility; safety and security; and supportive regulatory and fiscal regimes. Each section identifies examples of initiatives that are successfully addressing some of the most pressing problems.
Local Sustainable Transport fund monitoring and evaluation framework

This framework sets out the Department of Transport’s requirements from the monitoring and evaluation activity of Local Sustainable Transport fund (LSTF) projects and the roles of the department and project teams in delivering these. The framework articulates which LSTF projects are expected to fulfill which elements of monitoring and evaluation and provides project teams with the flexibility to collect evidence in a way that reflects the local variation of projects and data availability.
London Planning Statement: Draft Supplementary Planning Guidance

The Mayor has published for public consultation a draft ‘London Planning Statement’ as proposed London Plan supplementary planning guidance. This is intended to fill the gap left by the Government’s revocation of the former Government Office for London Circular 1/2008 by pulling together information about the Mayor’s role in the London Planning system. Comments are requested by 15 January 2013.

The Institute for Public Policy Research has published a report which explores the social impacts of the undersupply of housing on young people, in areas such as life aspirations, starting a family, professional ambitions, relationships with parents and partners, security and control, and community belonging. It calls for residents to embrace the principles outlined in the government’s National Planning Policy Framework and play a greater role in directly shaping the terms of proposed developments to enable more homes to be built.
Let’s get building: The case for local authority investment in rented homes to help drive economic growth

This report argues that councils should be allowed to take advantage of low levels of debt to raise loans to build homes. The report making this case has been jointly produced by a partnership of the Chartered Institute of Housing, the Local Government Association and the Association of Retained Council Housing, supported by the Councils with ALMOs Group and led by the National Federation of ALMOs. The report makes use of two new pieces of work. The first one assesses in detail the capacity of the local authority sector and its readiness to build new homes. The second, assesses the market’s reaction to the extra borrowing that would be required if the proposals made here were to be adopted.

Green Construction Board: One year on report

The Green Construction Board has published its first annual report. This sets out the progress the Board has made on a broad range of issues, and outlines what has been achieved and future priorities. The Green Construction Board was established in October 2011 to provide strategic leadership to the sector on this agenda as well as own and monitor the implementation of the actions in the Low Carbon Construction Action Plan. It draws together Government and industry to discuss the business opportunities (both domestically and internationally) which will be created by the transition to more sustainable economy and how best to take advantage of them.
Trans-European Transport Network

The European Commission has launched a public portal allowing citizens and businesses to access up to date information on the advancement of the Trans-European Transport Network (TEN-T) through satellite-based dynamic maps, facts, figures and various audio-visual and interactive elements. In practice, it will allow users to see the live development of the TEN-T network in the region of their interest.
C-LIEGE – Clean Last mile transport and logistics management for smart and efficient local Governments in Europe

The Mid-Term Workshop, held in Newcastle on 31 October 2012, was the first public event of the C-LIEGE project after one and half years of project progress. Its main subject focused on presentations and discussions on how to implement successful strategies and push and pull measures in European cities and regions for clean and energy-efficient urban freight transport.
