BRE has launched a new tool which measures the impact of poor housing on the health of homeowners. The Housing Health Cost Calculator has been developed in partnership with environmental health specialists RHE to provide local authorities with the information they need to drive up public health standards and reduce costs. It demonstrates the relationship between health and hazards in the home, measuring the cost savings to the NHS and wider society gained through the implementation of home improvement strategies.

The UN Environment Programme (UNEP) Risø Centre on Energy, Climate and Sustainable Development and the Global Environment Facility (GEF) have published a guidebook on mitigation technologies and practices in the building sector, with examples of the use of solar energy, energy efficient building materials, and urban planning for storm water management.

Competition in the local bus market

The House of Commons Transport Committee has published a report which argues that the Government and bus industry need to show more leadership to raise the standard of bus services. The report claims that bus passengers are treated less favourably than rail passengers despite the fact that more than three times as many people travel by bus than go by rail.
Energy from waste development guidance

A new suite of guidance on energy from waste (EfW) has been launched by WRAP. The guidance provides practical information for businesses looking at developing smaller-scale EfW facilities as a waste treatment option, where waste prevention, re-use or recycling of residual waste isn’t possible.

Frontline Consultants was commissioned by the Olympic Delivery Authority (ODA) and funded by the Health and Safety Executive (HSE) and the Institution of Civil Engineers (ICE) to review duty holder implementation of The Construction (Design and Management) Regulations 2007 (CDM 2007) on the construction of the London 2012 Olympic Games and Paralympic Games (London 2012). The objectives of this research are to: review the effectiveness of the 2007 Regulations as implemented by duty holders for the construction of the new 2012 venues against the criteria set for the CDM revision during 2005/6; assess the extent to which the Regulations assisted the management of health and safety during the construction of the new 2012 venues; identify examples where the Regulations produced obvious and demonstrable benefits in both health and safety and business delivery terms and the extent to which such benefits can be transferred to the construction of other sites; identify any requirements within the Regulations which affected good health and safety performance or which were considered burdensome or unfair, or inhibited the competitive environment with little overall benefit to improved health and safety performance; and capture the good practice and present it for dissemination by HSE, ICE and ODA in a way that will inspire and enable a genuine and lasting health and safety legacy from the construction of the games to benefit construction across Britain. This report is part of a suite of research projects and independent evaluations undertaken on health and safety at work on the London 2012 construction programme.

Local environmental problems, or incivilities, can have a serious and long-lasting impact on wellbeing and quality of life for individuals and communities. Issues such as vandalism, graffiti, litter, dog mess and discarded rubbish really matter to people and have a disproportionate impact on those living in the UK’s least affluent communities. CarnegieUK Trust has published a report which highlights the benefits offered by a community-led approach to tackling these problems, and calls for more support to made available to communities, to help them address the environmental problems affecting their neighbourhood. This policy report is informed by eight case studies of community projects from across the UK.

A joint publication from National Housing Federation and HouseMark offers new thinking on value for money for housing associations. It outlines a comprehensive new approach to value for money that goes beyond the narrow requirements of the regulator to offer the sector an approach that will help boards and senior managers run effective, efficient and tightly focused social businesses. A number of sector chief executives have contributed their ideas and experience.
Website on community empowerment

As part of its consultation process for the Community Empowerment and Renewal Bill, the Scottish Government has launched a new web resource.Entitled ‘Our Great Ideas’, the website is aimed at encouraging community groups from across Scotland to share their regeneration activities as well as views, aspirations and frustrations around community empowerment. The focus is on providing a space for community groups to directly contribute their own content, including project details, stories, videos and photos.
