This report aims to contribute to Shelter’s consideration of the nature and potential role of government (at a national and local level) in facilitating a greater level of housing supply to support long term sustainable economic growth and improving the position of households in housing need. This report covers the economic characteristics of the housing market, the extent to which the structure and industrial organisation of the housing market differs from other markets and whether there are features of the housing market that constrain the potential supply of new homes.

New guidance to help local authorities in England improve the energy efficiency of their residential housing has been published by the Department of Energy and Climate Change. The guidance, issued under the Home Energy Conservation Act (HECA), asks local authorities to publish a report on their plans to achieve improved energy efficiency by 31 March 2013. Local authorities will be required to identify practicable and cost-effective measures likely to result in significant energy reduction in all residential accommodation in their area. The guidance also asks local authorities to consider the role key local partners, such as social housing providers and community organisations, can play in supporting their plans. The Green Deal, which allows the cost of new energy efficiency measures to be attached to a building’s electricity meter, will be significant in helping local authorities to achieve their aims.

Penfold Review of non planning consents

The Penfold Review of Non-Planning Consents was commissioned the Department of Business Innovation and Skills (BIS). The Review was charged with the identification of measures to reduce the regulatory burden imposed on developers by the need to obtain additional consents and approvals after they have secured the grant of planning permission for their development proposals. Such requirements cause delay and costs. On occasion, these can render the development concerned non-viable.

This publication contributes to the ‘learning legacy’ for the London 2012 Olympic and Paralympic Games and shares the lessons learned about sustainable design and construction on this exceptional project with the construction industry. The report examines the achievement of high levels of sustainability on two of the key venues at the Olympic Park: the use of the BRE Environmental Assessment Method (BREEAM) in the design and construction of the Velodrome and Aquatics Centre; and the use of the Code for Sustainable Homes on the Olympic and Paralympic Village. Retrofitting district heating systems: Creating replicable retrofit models in Hackbridge

District heating networks are being planned across the country in most instances these will only supply new buildings. This study investigated whether connecting our existing buildings to these networks would be a better route to carbon saving than extensive energy efficiency retrofitting. The study is based on connecting district heating to flats, but the approach can be applied to other building types. The study found that district heating (using a variety of heat sources) achieved considerably more carbon emission savings than the full traditional retrofit option (whereby a building’s energy efficiency is improved by improving the building fabric and installing energy efficient or renewable sources of heat and electricity in the building itself) and at a lower cost. Unlike the district heating approach, however, traditional retrofit tackles other issues such as fuel poverty and thermal comfort. These were important considerations for the residents surveyed who, whilst in favour of both approaches, would prioritise the retrofit.
Gatwick Masterplan 2012

Gatwick has published its finalised master plan, which outlines its development plans to 2020 and looks onwards to 2030 when it expects to reach full capacity with around 45 million passengers a year choosing to fly from the airport.
Re-imagining urban spaces to help revitalise our high streets

Town centres and high streets have buildings and roads, but the spaces in-between are what hold them together as a place, the open spaces, squares, urban green spaces and the network of streets, pavements and pedestrian thoroughfares that knit them together. All too often, these spaces are used as no more than that – thoroughfares – and we start to forget that they can be so much more. This report, published by the Department for Communities and Local Government, describes the many different ways in which these under-utilised assets can be used imaginatively to revitalise high streets and town centres, thereby increasing high street vitality, attracting footfall and boosting local economies. It is full of inspirational case studies, and signposts some of the key documents, guidance, tools and sources of support that could help local partners re-imagine the urban spaces in their area to help revitalise their local high streets and town centres.
