This document is the final impact assessment of the Community Right to Bid measures contained in the Localism Act 2011 and the proposed associated regulations. The Impact Assessment has been revised to reflect results of a public consultation and debate within the Houses of Parliament.

The aim of the Local Sustainability 2012 study is to document the variety of local processes for sustainability that have emerged globally since the 1992 Earth Summit. Local initiatives, many of them inspired by Local Agenda 21, have made a lasting mark not only on local but also on national and international governance systems, changing profoundly the way we think about sustainable development and pushing the boundaries of what is achievable. The Local Housing Delivery Group, set up by housing minister Grant Shapps, has published an assessment of Local Plans’ ability to deliver new homes. This report is a resource for local authorities to help ensure their local plans are viable and deliverable. It provides practical, step-by-step advice for planning practitioners on how their local plans can effectively address the viability of residential land in their area. The Group has produced an interim report, A Review of Local Standards for the Delivery of New Homes. It concludes that there is significant scope for simplification of the standards regime and recommends an urgent Government-backed review and consolidation of existing local housing standards to ensure they meet the aspirations of local communities without undermining viability.

The Government has laid before Parliament draft regulations for how neighbourhood planning referendums should work, including the wording of questions. Referendums must be held on a neighbourhood development plan, a neighbourhood development order or a community right to build order.

Despite the global recession, a new report from LSE Cities shows widespread optimism concerning green economic development. The survey report, launched at the Rio+20 Summit, shows the extent to which cities have successfully integrated green policies since the last United Nations Conference on Sustainable Development in 1992.
