On the Pulse: housing routes to better health outcomes for older people

This is a new report launched by the National Housing Federation and supported by the Housing Learning and Improvement Network. The report features analysis of current health and care priorities and explores how housing associations can work with health and social care commissioners to: enable older people to manage changes in their health; help people live as independently as possible; and reduce the need for more costly care. The report features six case studies which describe some innovative solutions our members have developed.

The case for Centres of Excellence in sustainable building design

This report published by the Royal Academy of Engineering is the result of an exercise to establish the costs and benefits for the UK economy in creating a network of centres of excellence in integrated sustainable design and construction. It also evaluates the need for new skills and approaches in sustainable design in order for the construction industry to deliver low carbon buildings at the lowest cost for society. It is argued that the establishment of such centres, to help the construction industry meet UK climate change policy targets, could create over £1 billion of savings by 2030 and cut carbon emissions by 3.5 million tonnes a year.

UK-GBC’s Industry Business Plan

This report represents the culmination of a six-month project run by the UK Green Building Council to highlight potential areas for commercial opportunity in a future resource-constrained world. The ‘Industry Business Plan’ project brought together a cross-section of business leaders to develop scenarios for future operating environments, and conduct an analysis to determine a range of strategic options for the industry. The project aimed to give organisations the space to rethink ‘business as usual’ and take some time to model some innovative ideas that responded to the likely future operating environment to deliver high value, low-carbon and sustainable growth opportunities.

Take action on energy in buildings

Buildings represent about 40% of primary energy used and associated CO2 emissions globally, making them a critical component shaping and driving the world’s energy consumption profile and related environmental impact. However financial, behavioral and knowledge barriers have stood in the way, until now. The World Business Council for Sustainable Development will launch a new market engagement oriented project, EEB 2.0, in 2012, with the aim of triggering action and implementation that addresses these barriers, and using the understanding the first phase of the EEB project developed from 2006 to 2010. Over the course of a proposed three-year project, EEB 2.0 intends to work with key decision-makers who are responsible for, or have influence over, substantial building portfolios in the public and private sectors. The project will develop a replicable process for bringing key decision-makers and relevant stakeholders together to identify practicable energy efficiency solutions in the portfolios they control, and will serve to scale up the implementation process across other decision maker portfolios.

Weathering uncertainty traditional knowledge for climate change assessment and adaptation

Published by the UN University (UNU) Traditional Knowledge Initiative and the UN Educational, Scientific and Cultural Organization (UNESCO), this book draws attention to a rapidly-growing scientific literature on the contribution of indigenous and traditional knowledge to understanding climate change vulnerability, resilience and adaptation. It aims at strengthening consideration of indigenous knowledge in the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), to be released in 2014. In its Fourth Assessment Report, IPCC recognized traditional knowledge as “an invaluable basis for developing adaptation and natural resource management strategies in response to environmental and other forms of change.” Despite this recognition, indigenous knowledge has remained largely outside the scope of IPCC assessments.

High Income Social Tenants: Pay to Stay consultation

The government has published proposals to introduce a ‘Pay to Stay’ scheme whereby landlords could charge a fair rent to tenants on high incomes who want to stay in their social homes. The consultation paper seeks views on how such a scheme would operate, and at what level the income threshold to require higher payments should be set. The government intends to apply the proposals to new and existing tenants, although it asks for views on problems applying the plans to the latter group. Comments are requested by 12 September 2012.

Housing price and investment dynamics in Finland

This paper from the OECD uses a small econometric model to assess the role of fundamentals in housing price and investment developments in Finland. The paper describes institutional characteristics of the Finnish housing market that bear on house price volatility and supply responsiveness. These relate to the structure of tenures, housing taxation and subsidies, social housing, financing, land-use planning, and competition in the construction industry.

Redefining “Urban”: A new way to measure metropolitan areas

This report compares urbanisation trends in OECD countries on the basis of a newly defined OECD methodology which enables cross-country comparison of the socio-economic and environmental performance of metropolitan areas in OECD countries. The methodology is presented and results from its application to 27 OECD countries are discussed together with policy implication both on national growth and governance of cities.
