How local authorities can reduce emissions and manage climate risks

According to a new report from the Committee on Climate Change, there is currently no requirement for local authorities to take action on climate change. This coupled with limited funding means there is a significant risk that local authorities will not develop and implement sufficiently ambitious low-carbon plans. The report also argues that additional incentives will be needed to encourage local authorities to adopt the government’s Green Deal initiative. It ads that a duty should be imposed on councils to produce a low-carbon plan for their area, report on its implementation, and prioritise carbon reduction measures in their budget.

The BIM Overlay to the RIBA Outline Plan of Work builds on the Green Overlay to the RIBA Outline Plan of Work , published in November 2011, and forms part of the response from the construction industry, and in particular the RIBA, to the Government’s commitment to have all its projects utilising BIM from the summer of 2012. This document provides an Overlay that simplifies the BIM processes and clarifies contradictory terms causing confusion in the industry. Core BIM activities are considered in the guidance for each stage of the plan. Together with the Green Overlay to the RIBA Outline Plan of Work these two documents are part of the preparatory work being undertaken prior to a fundamental review of the RIBA Plan of Work that will take place in 2012-13.

The Royal Institute of British Architects (RIBA) have launched the HomeWise campaign because of its concern that new homes being built today aren’t good enough and consumers deserve better. As part of the Campaign, RIBA has issued a report, ‘The way we live now: What people need and expect from their homes’, which provides the only national evidence base setting out how people are using their homes now, what they look for when choosing a home and what they think needs to happen to improve the home-buying experience. The report, described by RIBA as the first of its kind for over 50 years, will be used as evidence by the Future Homes Commission, a national inquiry that is currently developing recommendations for how houses should be designed and delivered in future. It will provide policy makers, house designers and builders much-needed consumer evidence to ensure that new homes are good quality and fit for modern households.

The Urban Futures Interactive Tool has been developed to help urban designers analyse the resiliency of their sustainability solutions – the things they are doing today in the name of sustainability, such as incorporating greywater recycling into a housing development or cycle paths across a city. The Tool has been developed using four UK-based scenarios and is thus applicable to sustainability solutions being implemented in the UK. However, the user can add alternative scenarios or additional aspects to the existing scenarios and in this way can tailor the tool to any context. A step-by-step guide to using this Tool (Designing Resilient Cities: a Guide to Good Practice) can be purchased from BRE.

This report from the European Environment Agency is described as the first Europe-wide assessment of urban vulnerability to climate change. The report provides generic advice for adapting cities to climate change and examples of best practice.
