In the light of the upcoming UN Conference on Sustainable Development in June 2012 (Rio+20), this European Sustainable Development Network Quarterly Report (QR) provides a comprehensive overview on precedent international and European policy documents that include objectives on how to achieve sustainable development. As part of the preparation for Rio+20, the development of a global set of Sustainable Development Goals (SDGs) could assist in focusing the broad international sustainable development agenda at a practical level. Thus, in answering the recent development on SDGs, the QR investigates trends on identified SDGs among international and European SD policy documents and their link to two recent Rio+20 proposals for SDG sets.

As part of UNDP’s support to El Salvador, an international conference on strategies for adapting public and private infrastructure to climate change was organized in San Salvador on 30 June 2010. The conference highlighted many of the issues related to increasing the climate resilience of infrastructure. Proceedings of the conference have been made available in a publication from the UN Environment Programme.

Exeter City Council’s Residential Design Supplementary Planning Document (SPD) has won the Public Sector category at the 2012 Urban Design Awards. The SPD explains how developers can achieve high-quality residential development that adds to the quality of the city, raises the standard and quality of spaces inside and outside homes and helps reduce energy consumption. It sets out a design process for developers to follow, starting with site analysis, production of a concept design and landscape framework before developing detailed layouts. The document includes detailed guidance with regard to site layout, internal and external space standards, parking provision and public realm design.

Committing to the future we want: a High Commissioner for Future Generations at Rio+20

In this discussion paper, which follows on from an earlier summary paper, Halina Ward makes the case for the creation of a High Commissioner for Future Generations within the United Nations, and sets out proposals on the powers and responsibilities of a High Commissioner and how it could work in practice. The mission of the High Commissioner for Future Generations, the paper argues, should be inspired by the original Brundtland definition of sustainable development: “to promote and protect the interests of future generations in the context of the imperative to meet the needs of the present without compromising the ability of future generations to meet their own needs”. As the paper shows, the creation of a High Commissioner for Future Generations would build on and complement existing references to future generations in a wide range of regional and global treaties and other international instruments. The paper also proposes a set of possible powers and responsibilities for the role of the High Commissioner for Future Generations; considers how it might evolve over time; and where it could be sited.
