A new report from the European Environment Agency summarises the results of a three-year project that examined to what extend foresight studies underpinned environmental policies in 12 EU Member States. It shows several successful examples of how European countries are giving increasing attention to using long term approaches, such as scenario building, when formulating environmental policies.
Migration and global environmental change: Future challenges and opportunities

The Government’s Foresight project commissioned this project in October 2009 to consider the issues of human migration and global environmental change over the next 50 years. The final report, which received technical direction from a group of six leading experts, chaired by Professor Richard Black (University of Sussex), represents the culmination of two years work involving over 350 experts from 30 countries from a diverse range of disciplines. The report identifies a wide range of issues including the management of ‘trapped’ populations who are unable to move; and the implications of people being as likely to move towards areas of environmental risk as they are to move away from such areas. However, importantly, it concludes that migration may not be just part of the ‘problem’ but can also be part of the solution to managing global environmental change, representing a form of adaptation and contributing to long-term resilience. All the reports and the evidence reviews which formed the basis of the evidence base commissioned by Foresight are available to download.

London First and the Planning Officers Society London have produced a guidance note on how councillors can be involved in determining a strategic planning applications. This guidance is designed to illuminate the uncertainty that exists about councillors being involved in the pre-application stage.

New guidance to help local authorities design high-quality shared space schemes has been published by the Department for Transport. Shared space is a design approach that seeks to change the way streets operate by reducing the dominance of motor vehicles, primarily through lower speeds and encouraging drivers to behave more accommodatingly towards pedestrians. In the UK, shared space is usually applied to links and minor junctions with the aim of allowing pedestrians to move more freely within the space. This Local Transport Note focuses on High Street environments, but many of its principles will apply to other types of shared space.

The Bishop review was commissioned by the Design Council at the time of its merger with the Commission for Architecture and the Built Environment (CABE). It addresses the central question of how good architectural, landscape and urban design can be achieved within a national agenda that focuses, on the one hand, on creating the conditions for the UK’s long term economic prosperity and, on the other, on the devolution of power to local communities. Specifically, the report calls for Design Review to be decentralised and made more accessible and responsive to local people and developers. A new report from the UN’s International Strategy for Disaster Reduction (ISDR) aims to strengthen efforts to formulate effective, long-term adaptation policy in Europe and ensure that it is coordinated between local, national and regional levels. The Global Environmental Facility (GEF) and the United Nations Convention to Combat Desertification (UNCCD) Secretariats collaborated on this new book to convey how sustainable land management practices are helping shape a sustainable future for people and the planet. The book is illustrated with high quality photos donated by the GoodPlanet Foundation and from other sources, to demonstrate how human ingenuity is largely driving innovations in soil, land, water, and vegetation management. It describes how harnessing natural, social, and cultural capital is addressing fundamental needs for livelihood and well-being, such as food, water, energy, and wealth, while delivering global environmental benefits.

This document, an independent assessment commissioned by the Prime Minister, studies the potential for growth, job creation and investment in the Liverpool City Region. The Liverpool City Region local enterprise partnership, local councils and businesses in the area helped Lord Heseltine and Sir Terry compile the report. They will all now work together on the recommendations and how they can be driven forward across the city region.

Professor Tim Dixon, Director of the Oxford Institute for Sustainable Development (OISD), has written a paper which argues that climate change and environmentalism have dominated the sustainability debate, and as a result there is a danger that social issues are being neglected. He adds that social sustainability needs to be at the heart of housing and mixed use development, warning that “recent English city riots have bought this point back sharply into focus.” The paper highlights ways of measuring social sustainability and identifies the operational issues in mainstreaming the concept in major mixed use projects. It was commissioned by developer the Berkeley Group and was produced by the OISD at Oxford Brookes University.
