This study assesses the status quo of EU climate and energy policy and experience with the current set of targets and instrument, and distills from it concrete recommendations for a new package for the period until 2030. In this study, a group of authors from Ecologic Institute’s climate and energy team take stock of the current targets and policies and draw lessons from the experience so far, resulting in concrete recommendations for improvements for the the future, in particulr towards 2030. They also assess the Commission’s proposal against this backdrop and find it lacking, despite steps in the right direction.
Private registered provider social housing stock in England

Private registered providers of social housing own 2,666,053 homes, a 0.6% increase on the total for 2013, according to the Homes and Community Agency’s Statistical Data Return (SDR) which has been published for the third consecutive year. The data come from an annual survey of all private registered providers (PRPs) in England and includes data on size and type of home, location and rents at 31 March 2014. Additional data for large providers with 1,000 homes or more include Right to Buy sales and acquisitions during the year.
Metropolitan governance of transport and land use in Chicago

This study aims to assess the degree of institutional fragmentation of transport and land use planning in Chicago and to assess the main challenges related to this institutional fragmentation. It provides an overview of local governments in metropolitan Chicago and mechanisms for metropolitan coordination, including organisations at the metropolitan scale, dealing with planning, land use and transport. Five main challenges related to institutional fragmentation in transport and land use planning are identified: a lack of (1) interconnectivity, (2) coherence across transit modes, (3) regional freight planning, (4) accountability and (5) implementation power of regional planning and transport objectives. These challenges are analysed. The concluding section suggests some avenues for reform that could be explored in order to overcome the challenges of metropolitan fragmentation in transport and land use in Chicago.
Expanding the neighbourhood plan evidence base

This is a report by Locus Consulting funded by English Heritage which explores the evidence available to neighbourhood planning groups about the historic environment, and how local groups can be better connected to this information to protect local heritage. Over 93% of Neighbourhood Plans are engaging with the heritage of their areas, yet the uptake and use of heritage information varies from one plan to the next. The availability of information, alongside awareness of resources and understanding of its applications, is strongly influencing how communities are able to consider the historic environment in planning for their local places. Better use of the evidence base for heritage in Neighbourhood Plans will help to ensure that development proposals take account of the local historic environment and will enhance rather than harm it wherever possible.
