The economics of airport expansion

This major new report challenges the view that improved international air connectivity will necessarily bring significant benefits to the UK economy. The report by the independent Dutch consultants CE Delft, and commissioned jointly by WWF, RSPB and the Heathrow campaign group HACAN, argues that “claims about the economic benefits of connectivity are not founded on solid evidence.”

The Civil Aviation Authority and the Office of Fair Trading have published joint guidance for industry on the Regulations which they consider set out the key requirements that are applicable to businesses engaged in the sale and marketing of holidays and their component parts, including flights and accommodation.

The aviation policy framework sets out the government’s policy to allow the aviation sector to continue to make a significant contribution to economic growth across the country. It provides the baseline for the Airports Commission to take into account on important issues such as aircraft noise and climate change. The theme of this Conference was “Sustainability of air transport” and the objectives of the conference were to develop guidelines and an action plan for a global regulatory framework. This will be developed in areas such as air carrier ownership and control, market access, consumer protection and taxation, while focusing on the best means of implementation with the aim to build a more sustainable international air transport system. A wide range of documentation is available online.

New aviation capacity for London

As part of ongoing work regarding the Mayor of London’s campaign to ensure that London has the aviation connectivity to meet its future economic needs, the Mayor has published a set of criteria against which Transport for London (TfL) will assess options for increasing aviation capacity. These cover the following six categories: economic, airport infrastructure, airspace, surface access, environmental impacts and deliverability. The criteria were consulted upon between 21 December 2012 and 8 February 2013 and TfL has also published a report that outlines the responses that were received.

ADES: Airports as Drivers of Economic Success in Peripheral Regions

The project aims at providing a better understanding of the opportunities and perspectives of regional airport investments in peripheral areas from a European and National perspective, as well as its contribution to regional economic development. The main aim is to provide inputs to policymakers on future options for infrastructure investment in peripheral regions in Europe. London: Hub city

This blog from Jolyon Brewis, Chief Executive of Grimshaw, presents an argument for London as a hub city. He argues that we may see two types of aviation hub developing in the future: ‘Hub Airports’ that are relatively remote from conurbations, offering high throughput and quick transfer connections, and ‘Hub Cities’ where a variety of passenger demands is recognised, and a more integrated transport strategy is pursued. He  believes that London has the opportunity to pursue the latter, and become the world’s first Hub City.

Would a new hub airport be commercially viable?

Under most scenarios, expected revenues from a new hub airport for London would be less than the expected costs of construction, and the development of such a facility would not be commercially viable without substantial support from the taxpayer, according to new research conducted by economic consultancy Oxera for the House of Commons Transport Select Committee.
