Disaster Risk Reduction at COP19 Warsaw, Poland 11 to 22 November: Briefing Note

This paper presents UN Office for Disaster Risk Reduction (UNISDR) observations and recommendations for the inclusion of disaster risk reduction in the climate change negotiations at the 19th Conference of Parties to the UNFCCC (COP19) in Warsaw, Poland, in November 2013. Presenting the previous decisions linking disaster risk reduction to climate change adaptation, it highlights some evidences from the IPCC Special Report Managing the Risk of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX), the 2013 IPCC Summary of the Physical Science Basis for Climate Change and the UN Global Assessment Report on Disaster Risk Reduction (GAR).  The paper then introduces a series of overall messages on climate change adaptation and disaster risk reduction and details the rationale of the disaster risk reduction messages specific to COP 19 and specifically related to: (i) institutional mechanisms for loss and damages; (ii) national adaptation plans; and (iii) the Adaptation Committee. Finally, it gives some information about two disaster risk reduction related events at COP 19.

The Uncertainty project is working to bridge the gap in the perceptions of those who theorise about climate change and uncertainty from ‘above’, those who experience it from ‘below’, as well as those in the ‘middle’ who act as intermediaries between the two. The project, funded by the UK’s Economic and Social Research Council (ESRC), aims to explore the varied dimensions of climate-related uncertainties and their accompanying discourses.

Green Alliance interviewed 20 climate and energy specialists for this new report. The report found a consensus among specialists that overall the EU had played a positive role in the UK’s energy outcomes, even among those who had criticisms of individual policies. Among the views expressed was the belief that the EU creates a large market for abatement technologies to be developed and costs reduced through economies of scale and resources can be better pooled to fund new technologies.

This report, involving 44 scientific groups in 17 countries and coordinated by the UN Environment Programme (UNEP), is released as leaders prepare to meet for the latest Climate Change Conference of the Parties in Warsaw on 11- 22 November 2013. It finds that although pathways exist that could reach the 2oC target with higher emissions, not narrowing the gap will exacerbate mitigation challenges after 2020.

The sixth annual release of Maplecroft’s Climate Change and Environmental Risk Atlas reveals that 31% of global economic output will be based in countries facing ‘high’ or ‘extreme risks’ from the impacts of climate change by the year 2025 – a 50% increase on current levels and more than double since the company began researching the issue in 2008.
