The Global Commission on the Economy and Climate, and its flagship project, The New Climate Economy, have been set up to help governments, businesses and society make better-informed decisions on these crucial issues. The Commission brings together expert research institutes from five continents, overseen by an International Council comprising former heads of government and finance ministers and leaders in the fields of economics, business and finance. Reporting in September 2014, the project will make recommendations on the policies that can simultaneously deliver better economic growth and address the risks posed by climate change.

This inquiry explores the Government’s response to the previous report from the House of Commons Environmental Audit Committee and takes stock of progress against the carbon budgets. The aim is to consider how the Government should respond in October to the Committee on Climate Change’s most recent (fifth) progress report. In Part 2 the report looks at whether the carbon budgets should be adjusted, and Part 3 looks at how the Government manages delivery of emissions reductions against the carbon budgets.

While national governments struggle to establish an agreed global climate deal, many of the world’s largest cities have been taking action to combat the effects of a changing climate. As a result their residents are benefiting from healthier living and better business environments. These are just some of the findings from a recent report published by the Carbon Disclosure Project (CDP). Conor Riffle, head of CDP’s Cities Programme, talks about the report and how climate change adpatation can make cities both wealthier and healthier. Listen to the podcast here.

Founded in 1988 to advise governments on the threat of climate change, the Intergovernmental Panel on Climate Change (IPCC) has released the first instalment of its Fifth Assessment Report. The report is among the most comprehensive scientific studies ever produced, with more than 7,000 pages across seven publications. AR5 also counts as one of the biggest scientific colaborations yet mounted, involving over 830 scientists from 85 different countries.

At the UN climate negotiations in Durban (2011), UNFCCC Parties agreed to keep global temperature rise below 2°C. This paper provides an overview of the variety of options available at all three dimensions (multilateral negotiating, national acting, and alliances between states and/or non-state actors) to close the emissions gap and thus highlights the possibility of complying with the 2°C limit.

This Legal Update from DLA Piper provides a snapshot of the state of play of renewable energy in the Asia-Pacific, focusing specifically on trends in Japan, the Republic of Korea and the Philippines where there has been recent and remarkable progress. The update discusses India and China as emerging superpowers turning to renewable energy to meet energy security issues. Despite its location outside the Asia Pacific, the paper also considers South Africa which has endured a power crisis of its own since 2007.
