The effectiveness of international climate finance

Maximising the effectiveness of climate change finance is an issue of urgency for both the climate change and development communities, focused on finding the best ways to use relatively small amounts of largely public finance to have the greatest possible impact in enabling climate compatible development. This paper considers the context in which climate finance is delivered, before turning to present a framework for analysing the effectiveness of international climate funds. The framework identifies ten key and interlinked dimensions that are central to understanding the effectiveness of spending and outcomes of dedicated public finance initiatives that have been established to help countries respond to climate change.

The Adaptation and Resilience to a Changing Climate Coordination Network (ARCC CN)  has published a guide to the collaborative process, based on the experiences of stakeholders and researchers from across the ARCC projects. Effective collaboration between all involved in a research project is essential to maximising the usefulness and value of outputs. This can be difficult to achieve where participants are drawn from different disciplines, cultures, and with a variety of motivations. The main report suggests that a flexible, open working relationship between researchers and stakeholders, established early and sustained throughout the project lifetime, is essential. So too is investing time and energy in understanding the value, expectations and contributions that all parties bring to the project.

Topics discussed included, mitigation and adaptation to climate change, e-waste, disaster preparedness, cost-effective ICT technologies, methodologies for the environmental impact assessment of ICTs, ICT technologies for smart cities and smart societies, challenges and opportunities in the transition to a green and resource efficient economy. Climate adaptation research in a larger Europe: an analysis at national scale

INFOBASE is an online database resource containing information about climate and climate adaptation research projects in countries and regions of Europe. While it only includes projects that concluded after 2005, by 2014 it will have a decade’s worth of climate research project information. A preliminary report on the INFOBASE contents (to December 2013) has just been released, and a more complete report will follow in 2014. Analysis of its contents will provide a better understanding of how climate adaptation research has evolved over the last decade.

Adaptation in Europe – Addressing risks and opportunities from climate change in the context of socio-economic developments

The European Environment Agency has published a report which describes the policies and some of the measures taken at EU level and by European countries to adapt to climate change. The report recommends a combination of different measures: ‘grey’ measures such as technological and engineering projects, ‘green’ ecosystem-based approaches using nature, and so-called ‘soft’ measures such as policies to change governance approaches. The most effective adaptation projects often combine two or more different approaches, the report says.
