A 2030 framework for climate and energy policies

The European Commission adopted a Green Paper on “A 2030 framework for climate and energy policies”. This document launches a public consultation lasting until 2 July, allowing Member States, other EU institutions and stakeholders to express their views; for example on the type, nature and level of potential climate and energy targets for 2030, but also on other important aspects of EU energy policy in a 2030 perspective. Those views will feed into the Commission’s on-going preparations for more concrete proposals for the 2030 framework which will be tabled by the end of 2013.

Building resilience to climate change through indigenous knowledge: The case of Bolivia

Indigenous knowledge plays an important role in the way communities interact with their climate in many countries, particularly in Bolivia. It contributes to weather forecasting at the community level, and to the preservation of vital ecosystem functions that help to buffer communities against climate change impacts. However, the increasing incidence of extreme weather events and disasters is taking a toll. This situation calls for new partnerships between indigenous people and the scientific community – an area where Bolivia could lead the way.

An Independent National Adaptation Programme for England

The purpose of this policy brief is to contribute to the National Adaptation Programme that is currently under preparation by the Department for Environment, Food and Rural Affairs. The Climate Change Act 2008 requires the Government to put in place, and update every five years, a National Adaptation Programme (NAP), which addresses climate change risks. This policy brief aims to contribute to this process by offering an analytical framework and formulating a rational basis for thinking about adaptation. It aims to inform the first NAP report, due in mid-2013. While the NAP is formally just for England, the analysis and lessons here are applicable to the UK as a whole. The report has been jointly produced by the Grantham Research Institute on Climate Change and the Environment and the Centre for Climate Change Economics and Policy. To illustrate the need for timely action, 12 priorities for Government action are identified.

Embedding climate change resilience in coastal city planning: Early lessons from Cartagena de Indias, Colombia

Cartagena is the first coastal city in South America to produce its ‘Guidelines for Adaptation to Climate Change’, which assess the city’s vulnerabilities and identify adaptation options that will support socioeconomic development. These guidelines lay the foundation for forthcoming municipal plans, including a full climate change adaptation plan and zoning policies. With the release of its adaptation guidelines, the Colombian coastal city of Cartagena has taken the first step towards managing sea level rise, extreme weather, flooding, health and disease resulting from a changing climate. This report’s vulnerability assessment is the most comprehensive of its kind yet developed in Colombia.

Distribution of carbon emissions in the UK: Implications for domestic energy policy

The Joseph Rowntree Foundation has published a report which examines how carbon emissions are distributed across households in Great Britain and the implications for energy and climate change policy. This project uses advanced modelling techniques to look at: the distribution of carbon emissions, from energy consumed in the home and through personal travel by car, public transport and aviation, across households in Great Britain; the impact of existing Government energy and climate policies on consumer energy bills and household emissions in England; and the potential for an alternative approach to reducing emissions in the domestic sector through a wide-scale retrofit of the housing stock.

The Local Government Association launched its Climate Local initiative in June 2012 to support councils to make the most of opportunities for people, the local economy and jobs through action on climate change. This conference brought together representatives from the first Climate Local councils and beyond to hear the latest examples of council-led action and to discuss priorities for the sector. The BIOPICCC Toolkit provides a series of resources to assist local authorities, partner organisations, and neighbourhood and community groups with local level resilience planning.
