This paper considers opportunities for advancing the climate negotiations and related issues. This includes the expert dialogue on the 2013-2015 review, ministerial events, loss and damage, and equity. The paper points out the importance of the expert dialogue that is meant to ensure the scientific integrity of the 2013-2015 review, noting that this may be a challenge for the two co-facilitators. It considers issues related to UNFCCC negotiations on loss and damage, including some potential negotiating risks. In conclusion the paper considers the outlook for COP 21 in 2015, when a new agreement is due to be concluded.

A recently completed collaborative research project undertaken by BRE Wales and South West for the Technology Strategy Board (TSB) was aimed at devising a commercially viable, climate change adaptation strategy for a high-density office building. This Information Paper shares the knowledge gained through this project, and will help building designers and commercial tenants to understand the likely impacts of climate change and how these impacts can be managed through the development of an effective building strategy. This is the 3rd Climate Legislation Study, produced by GLOBE International in partnership with the Grantham Research Institute at the London School of Economics. The report outlines the results of an audit conducted on climate legislation across 33 of the world’s major developed and emerging economies. The aim of the studies are twofold. First, to support legislators advancing climate related legislation by providing a detailed summary of existing legislation across the major economies that would enable them to identify gaps, best practice, and help peer to peer learning. Second, to document and highlight the broad progress on climate change legislation at the domestic level in both industrialized and developing countries to provide positive momentum to the international negotiations.

START promotes research-driven capacity building to advance knowledge on global environmental change in Africa and Asia-Pacific. With funding from the Climate and Development Knowledge Network, START is supporting five interdisciplinary research teams to conduct research on integrating disaster risk reduction (DRR) and climate change adaptation (CCA) for resilient development in South Asia. Under this broad research theme, specific projects aim to address three sub-themes: Institutional arrangements and governance structures that influence the degree of flexibility and sustainability of DRR across varying scales; Policy innovations that promote convergence of DRR and CCA into policy and practice at varying scales; The changing nature of development factors, which shape vulnerability to disasters.
