Using scenarios to improve understanding of environment and security issues

Analysing the security risks resulting from climate change is essential for effective policy-making. The Organization for Security Cooperation in Europe (OSCE) and the European Environment Agency (EEA) is running the joint project ‘Security implications of climate change in the OSCE regions’ with the aim of improving understanding of the links between global megatrends and environment, and the security of food, fuel and water in different regions. It also aims to enhance cooperation and networking among the main institutions addressing climate security issues. A participatory-based scenario-building approach was used as a tool to help explore the complex and uncertain impacts stemming from climate change. This brochure provides a project overview, which includes the results of workshops carried out so far.

Climate change is affecting all regions in Europe, causing a wide range of impacts on society and the environment, according to the latest assessment published by the European Environment Agency. The report presents information on past and projected climate change and related impacts in Europe, based on a range of indicators. It also assesses the vulnerability of society, human health and ecosystems in Europe and identifies those regions in Europe most at risk from climate change. Furthermore, the report discusses the principle sources of uncertainty for the indicators and notes how monitoring and scenario development can improve our understanding of climate change, its impacts and related vulnerabilities.

The objective of this briefing paper is to provide an analysis of these great expectations in the context of the UN climate regime. The expectation that the UN meetings as such would reverse global climate change is based on faulty premises and can potentially be damaging. The authors argue that unfair expectations paint international agreements as perpetual failures, providing ammunition for the interests that oppose any form of international environmental regulation. The briefing paper presents a defence of the UN Framework Convention on Climate Change (UNFCCC) and suggests that if its role is properly understood, the regime may serve an important function in the response to climate change and in world affairs in general.
