Guide to the Implementation of Project Bank Accounts (PBAs) In Construction for Government Clients

The Project Bank Account (PBA) User Group has developed a guide which provides clients procuring construction work with information on introducing PBAs on projects, which will speed cash flow through the supply chain. The development of the guide follows the Government Construction Board’s decision that Government should move to a position where PBAs are adopted as the default position unless there are compelling reasons to do otherwise. The forthcoming report of the Standards and Lean Supply Chain Task Group recommends that the impacts of PBAs are monitored over time, as the programme is rolled out. This report, due for publication in July, is also expected to make recommendations around the value proposition and health and safety.

RICS launches new construction standards. London 24 April 2012

At this event the RICS released new guidance for quantity surveyors and other members working in the construction sector. The guidance includes an updated version of New Rules of Management (NRM) 1: Order of Cost Estimating and Cost Planning for Capital Building Works and the new NRM 2: Detailed Measurement for Building Works alongside two new guidance notes looking at conflict avoidance and dispute resolution and retention, which will form part of the RICS construction standards (the Black Book).

This report examines the impact that the introduction of  economic reforms have had on cost management practices in the Chinese construction industry. The enormity of this change presents many challenges in terms of cost engineering education, professional development and professional standards. The changes also present many opportunities for cost management professionals both within China and around the globe as the market is now open to international participation. Accordingly, the aims of this report are to examine how the industry has managed this rapid transformation in cost management practices, to identify the main issues and problems and to develop recommendations to help address these issues and problems.

Roadmap on the Future Research Needs of Tall Buildings

This is an initiative led by the CTBUH (Council on Tall Buildings and Urban Habitat), CIB (International Council for Research and Innovation in Building and Construction) and UNESCO (United Nations Educational, Scientific and Cultural Organization) to identify key research gaps and topics that deserve priority research activities in the field of tall buildings. The intended outcome is a published document that presents an extensive agenda for necessary future tall building research. The primary aim of the Roadmap is to identify and prioritise research within the field of tall buildings, thereby allowing the CTBUH, CIB, UNESCO and their partners to plan future research and seek funding in order to advance the typology in the coming years. The Roadmap’s intended audience will include Intergovernmental Organizations, the United Nations including their agencies and programs, national governments and agencies, non-governmental organizations, academia and research institutes, industry and industry umbrella organizations. In order to achieve these ambitions, the CTBUH is gathering the expert opinions of those involved in the design, construction, planning and research of tall buildings through an on-line survey.
